Condolences with the passing of Veronica Sobukwe

As we celebrate women’s month, we are saddened that another of the nation’s mothers Zondeni Veronica Sobukwe has left us. As many had happened with many of the wives of imprisoned struggle icons, Mrs Sobukwe held the fort at home. She was a true example of a strong, capable woman who was never daunted by what the Apartheid government threw at her and her family. UDEMWO: Another female student bears the brunt of abuse: Fort Hare

The assault of a female student from the University of Fort Hare, in a video that is making the rounds on social media, is quite chilling. The United Democratic Movement Women’s Organisation (UDEMWO) condemns the actions of the young man in the strongest possible terms. Witnessing such an assault in the period where the country is celebrating women is even more heart-wrenching. This is a clear sign that South Africa is still far away from ending gender-based violence. We live in a society where young men think it is normal to treat their female counterparts with physical and verbal abuse. UDEMWO believes that men who abuse women are cowards. It is of great concern that the young woman will apparently not be laying charges against her partner, because it was the first time he assaulted her. This is often the way women excuses the men in their lives who are cruel and mistreats them. There can be no justification for this young man’s behaviour; at all. We are urging women to come forward and report cases of abuse. No one is supposed to stay in an abusive relationship. You rather walk away while you still can than losing life and become a statistic. There has to be greater societal pressure that condemns this kind of behaviour. UDEMWO has been calling for greater punitive measures to be meted out to those found guilty of such actions but we cannot achieve this if victims continue to withdraw charges against their alleged attackers. UDEMWO also wishes to express our disapproval at the excessive alcohol abuse at what is termed bashes (how ironic a word) at universities and schools. Holomisa discusses The “Rainbow Nation” and the Political Culture of South Africa in new SA

• Programme Director • The faculty dean, Prof Van Wyk • Our hostess, Ms Busi Khaba • Staff members • Monash students • Ladies and gentlemen 1. Opening I want to thank our hostess, Ms Khaba, for reaching out to me and inviting me to have a chat with you today. I see many fresh faces in front of me and it is heartening to see young South Africans still interested in politics as a field of study. Well done to you and your teachers. I say this because millions of young South Africans are apathetic towards politics; not seeing the link between politics, government and their daily lives. This is a gospel you need to spread, especially amongst your peers. 2. The link between my world and your world It would not be wrong to say that in most fields of study, we have – on the one side – the academics and researchers and – on the other – the practitioners. I am of course a practitioner that started my political career, just before Madiba dragged an unwilling nation into what Archbishop Desmond Tutu called “the rainbow nation.” What a breath-taking image this is; that our diversity can be moulded into a thing as special as a rainbow. 3. The miracle of 1994 You might be too young to really appreciate the miracle of 1994 and what the rainbow nation meant. We very narrowly escaped a full-blown bloody civil war. The fear and anger that ruled the hearts of both the oppressor and the oppressed would have seen this country in flames. You have of course studied this, but I want you to internalise what Madiba must have felt, having been given the task to be president of the new South Africa. He must have asked himself: • How do we unite a nation with this deep gorge separating them? • How do we bring the ultra-left and ultra-right to the table e.g. those who incited fear of a black rule and those who thought him a sell-out to the whites? • How do we convince the millions of ordinary South Africans, who found themselves in the middle, that everything is, simply put, going to be okay? Can you imagine this responsibility? 4. The induction of the rainbow nation Madiba clearly thought there was merit in Desmond Tutu’s idea of a rainbow nation and it was immortalised in his inaugural speech: “We have triumphed in the effort to implant hope in the breasts of the millions of our people. We enter into a covenant that we shall build the society in which all South Africans, both black and white, will be able to walk tall, without any fear in their hearts, assured of their inalienable right to human dignity – a rainbow nation at peace with itself and the world.” 5. Politics in the new South Africa: trusting democracy Even though we entered a democratic era with the so-called rainbow nation, we had (and still have) much to learn about democracy. Saying that we should be on par with the “established democracies” is an error in thought. Some of these established democracies, makes the twenty-four years we have been on the road, look like chump change. We still have a long way to go before South Africa has two main parties vying for political supremacy. It is still early days and we have already seen the majority party losing support as time has gone by. We have seen old foes disappear and the arrival of new kids on the block. It makes for exciting material for you to study I am sure. There is an old joke about democracy, that, in retrospect, 10 million voters can be wrong. But that’s the way democracy of course works. What we need to question in terms of our own democratic system is that the gap between public representatives and the voters is too wide. Yes, our proportional system allows for the voice of the smaller parties to be heard, but the average South African would not be able to tell you which member of parliament (MP) serves their interests in a particular area. I doubt whether the MPs know either. The United Democratic Movement (UDM) has campaigned for quite some time that ours should be a mixed electoral system: A) a constituency-based system that allows for greater accountability and B) a proportional system that still gives space for minority voices to be heard. The UDM also argues that the president of the country should be elected directly by the people. Just think, if we used this method, how differently the terms of office of our former president could have played out. 6. Politics in the new South Africa: the slippery slope of corruption After Madiba handed over the baton to his successors, the country started sliding down the slippery slope of corruption. It is a sad fact that South Africa has indeed regressed from the ideals of 1994. In fact – to illustrate this point – in the mid to late nineties, one could not even whisper the word corruption in Luthuli House’s corridors. It was a big taboo and it could lead to one’s expulsion from the African National Congress so fast it could make your head spin. I speak from experience! Institutionalised corruption presents an interesting philosophical conundrum i.e.: are all individuals corrupt to varying degrees and we should expect no less? Or is there corruption because we tolerate or even laud it? Maybe it is a little of both? What we do know is that corruption invariably hurts the man and woman on the street; those who can least afford it. For example, we today have commissions of inquiry that have been tasked to get to the bottom of some of the worst singular acts of corruption in South Africa ever. The state capture inquiry being one of them, as well as the yet to be convened inquiry into the allegations of corruption at the Public Investment Corporation (PIC). The alleged looting of your parents’ retirement moneys, invested at the PIC, literally runs into billions of rands!! Simply put, the hyenas have stripped the nation of the “easy meat”, as shown by the Auditor General’s report, and have now turned their immoral jaws onto the PIC with bogus black economic empowerment (BEE) deals. What is clear from these transactions is that selected cadres, close to the ruling elite, have been using the BEE policy to concoct unsustainable schemes in the name of empowerment and job creation. A serious and responsible government would not have jeopardised people’s retirement monies in such a reckless fashion. Instead of creating a national fund to empower all South Africans, the PIC’s resources have been tapped to line the pockets of the “lucky few”. Of course, as we have seen with the Steinhoff scandal, corruption is not only the domain of political appointees, government officials and public representatives. One can however argue that corruption in government has, of late, been at an all-time worst. This brings the UDM’s argument full circle i.e. how different our country would have been managed if the people were directly represented in parliament. You will tell me in the question and answer session whether you think the UDM’s idea of direct representation has merit. 7. Politics in the new South Africa: the land debate Because the land debate is at the front of our minds, I want to share a few quick ideas with you. We must all agree that, as we ushered in the new South Africa, the issue of land was placed on the backburner. Political emancipation was item number one on the agenda. The land issue, as a tool to achieve economic emancipation, should have been addressed much sooner to avoid the emotional tug-and-pull we are now witnessing. On this score, the UDM has long argued that there should be an economic Codesa of some description, where we can all gather under one roof to discuss the macro economy with land at the apex of this debate. I dare say, that if the powers that be had listened to the UDM, South Africa would have had a smoother ride on the road to economic freedom. 8. Politics in the new South Africa: a government of national unity Lastly, I want to address the constitutional provision of a government of national unity. This is an idea that echoes from 1994, but it has again become relevant as we march on to the 2019 national and provincial elections. People think it’s a cliché, or a redundant argument, that “every vote counts”. You will tell me if you differ from this point of view. It is easy to see how each person’s vote gets lost in the millions of votes cast, but the 2019 elections could possibly be a watershed moment in South African politics. Political pundits have predicted that it is not likely that the coming elections will produce an outright victor. This is the first time in the history of the new South Africa that this is likely to happen and brings the importance of each of our votes to the fore. The so-called king-makers will therefore be the “small” political parties. This will be a test for democracy in our country; I am sure that you as students and lecturers will watch the run-up to the elections and the results like hawks. Enjoy the viewing pleasure. 9. Conclusion People sometimes say that they live in the most exciting part of a country’s history, but irrespective of which era we live in, this remains true. You certainly live in an exciting time in South Africa’s history and you have a responsibility to participate. It will be remis of me, as a politician, to not encourage you to vote for the UDM, but the more important point is that you should at least vote. If you have not already, go and register and encourage your peers to do the same… make a fun outing of it and go and register. Take to heart my message that if you don’t participate, other people will make decisions on your behalf. You will sit dry-mouthed on the side-lines and murmur your dissatisfaction to an indifferent government. I sincerely hope that you, young people, will dip your feet in politics for we certainly need young blood to be infused in government and South African politics. Thank You

UDEMWO: Rape victim, Khensani Maseko dies; another young life snuffed out

The United Democratic Movement Women’s Organisation (UDEMWO) is shattered by yet another young life cut short due to abuse. The death of Khensani Maseko is another reminder that the abuse of women and children in this country is very much alive. It is clear that Maseko, like many other abused and raped women, was dying on the inside while pretending to be fine after her rape ordeal. The society we are living in has allowed and normalised a rape culture and all sorts of abuse towards women. Our government continues to let women down. Why are the authorities mum on women abuse? How many lives must be lost before swift action is taken? Why are our lives taken for granted or not matter that much? Many like Maseko do not see a way out of their ordeal and opt to take their lives because the hand of justice continues to favour the culprits. The month of August has been set aside so that we may celebrate womanhood, and yet our plight, and that of our children, go unheard. How many lives must be lost before the ruling party sees the seriousness of women abuse? We express our condolences with Khensani’s family and friends. May her soul rest in peace. Address by Mr BH Holomisa, MP and UDM President On the occasion of the Economic Freedom Fighters’ 5th anniversary at Mdantsane Stadium • Programme Director; • The Commander in Chief of the Economic Freedom Fighters Mr Julius Malema; • The Deputy Commander in Chief Mr Floyd Shivambu; • The EFF Chairperson, Advocate Dali Mpofu • The entire National Command Leadership of the EFF; • The UDM chairperson in the Eastern Cape and member of the provincial legislature, Mr Tando Mpulu; • EFF members and the ground forces; • People of Mdantsane and the Eastern Cape 1. Happy birthday Let me start by saying: “Congratulations, Economic Freedom Fighters on your fifth birthday!” When the powers that be massacred the workers at Marikana in the North West, the United Democratic Movement (UDM) was one of the first political parties to visit this bereaved community. I there met the current leadership of the Economic Freedom Fighters (EFF) who still were with the African National Congress’ (ANC) Youth League. The rest of the events around this day are well documented. Fast forward to when the ANC booted out the executive of the Youth League and you decided to form a political party called the EFF. It is like yesterday when you called upon me to give a message of support on the formation of your party at Marikana. Since your arrival on the South African political scene things have dramatically changed. You certainly have made some waves and ruffled the establishment’s feathers. The EFF and the UDM worked together on several occasions where the convergence of ideas led to us collectively to achieve several victories in pursuit of South Africa becoming a winning nation; those include: • An unwavering fight against corruption, both in the public and private sectors; • The removal of the former chairperson of the Independent Electoral Commission after the Constitutional Court confirmed that she was conflicted; • The release of the State Capture Report which today is the subject of a judicial inquiry. • Going to the Constitutional Court where the judgement was made that the speaker of the national assembly had the power to decide that members may cast a secret ballot in the motion of no confidence in the former president of the country. • The call for the former president of the Republic to account and pay back the money stolen from the public. Our continued pressure bore fruit when he resigned. • There were several other high and constitutional court cases we won together, however, Zuma still owes us the money for the legal fees! Our team of legal eagles, under the leadership of your chairperson, senior counsel Dali Mpofu, has made us proud. For those who don’t know, I worked with Dali when he was part the campaign of release Mandela and other political prisoners. I also worked with him when we reburied King Sabata Dalindyebo. With his experience and knowledge of the South African politics, you were not wrong to bring him on board. The UDM and the EFF, together, organised several marches that culminated in the mother of all marches when thousands of South Africans walked to the Union Buildings to rid this country of a destructive, self-interested man who could not be trusted with this country’s future. 2. Coalitions post 2016 You heeded the call for us to start talking about coalition governments post the 2016 watershed municipal elections. Together with the EFF, the United Front and the Congress of the People, we agreed on the basic conditions for collaboration at our meeting at the Protea Hotel in Midrand. This collaboration effectively meant that the political landscapes in the big metros were going to drastically change. Hopefully this start in local government leads to bigger things since that exercise served as a game changer in the political landscape of this country. The voters of South Africa should not forget that we saved this country from the corrupt leaders of that time. They should give us the benefit of the doubt, as they cannot expect the ANC to correct itself. 3. The EFF’s agitation re the land question The EFF’s motion for expropriation of land without of compensation in the national assembly, which the UDM supported, has given rise to the current national consultations with the people. This is in line with the UDM’s call for an economic indaba, where the land issue would feature centre stage as one cannot achieve economic emancipation without security of tenure. The UDM agrees that there is a need to review the relevant constitutional provisions to ensure a fair distribution of land. It cannot be that the people who lived in the villages and townships of the former Ciskei and Transkei, and other homelands, find themselves still living in areas which were dubbed reserve areas for black blacks, whilst there are acres and acres of land now lay fallow and unused. As we follow the process on land we must come up with the laws, regulations and timeframes on how we are going to implement them. And, these must be followed to the letter. You will agree that this entire process is long overdue. There are however much to discuss, and I propose that those parties who voted in favour of the motion to convene a meeting so that we may compare notes and make sure that we sing from the same hymn book. We need to pay special attention on the “how” part of the process. The people’s wishes must always be at the heart of what we do, and we must ensure that the process is not sabotaged by those who want to bulldoze us because of a superiority of numbers. 4. Closing We must always ensure that rationality, supreme logic and the voice of the people are not only heard but that it dictates our course of action. Once more, Happy Birthday EFF and Thank you

The United Democratic Movement Women’s Organisation (UDEMWO) is shaken by yet another murder, that of 4-year-old Uyathandwa Stuurman, in the Khayelitsha area. A few months ago, it was reported that statistics show that more than 2 600 children were murdered in the country over the last three years, while 41% of rapes committed were against minors. These statistics shock to the core. Women are living in fear for their children on a daily basis. UDEMWO condemns the minister of women in the presidency Bathabile Dlamini for her deafening silence. She does not seem to take her work seriously. We never see her; we never hear from her. Minister Dlamini might as well be a trophy in the president’s office that serves no purpose. Why are the ruling party and its government so quiet about these matters? Why is gender violence a ceremonial topic during the 16 Days of Activism and Women’s Month? It is a sad fact that women have lost faith in the organs of state which are supposed to protect them. We live in fear in our own societies and spaces. More often than not we know the rapists and killers in our communities and homes. UDEMWO reiterates its belief that our legal system favours culprits; we believe the sentencing of the guilty are not harsh enough. Murderers and rapists must be put in jail and the key thrown away. NPA drops the case and Mduduzi Manana resigns as MP; something must be brewing?

The United Democratic Movement Women’s Organisation (UDEMWO) is left pondering over the sudden resignation, as a member of parliament, of former deputy minister for higher education Mduduzi Manana. This after the National Prosecuting Authority (NPA) decided to not prosecute him for the alleged abuse of his domestic worker Christine Wiro. We are extremely disappointed by the NPA’s decision. For it to decide that the case is not winnable is not acceptable and we would have preferred that a court of law decided on the matter. If Manana believes that his name has been cleared, why is he resigning on the eve of the end of his term in office? Is this case “not winnable” because there is no video evidence like with the previous one? Manana may believe that he has been exonerated, but to our minds he will always be a women basher. UDEMWO has time and again pointed out the lack of synergy in the work of government departments. The NPA has just added another piece to this puzzle. It is clear that women have no place in this country. This must stop. We reiterate our view that the law of this country favours the culprits over the abused. UDM notes minister’s decision re PIC independent inquiry

Media release by Mr Bantu Holomisa, MP and UDM President The United Democratic Movement notes finance minister Nhlanhla Nene’s instruction to the Public Investment Corporation (PIC) board to commission a forensic investigation into allegations of corruption and to institute an independent inquiry into the PIC’s affairs. The mere fact that the minister has so decided shows that there must be prima facie evidence of wrong doing. We however completely disagree on the minister’s approach of giving the responsibility for instituting the inquiry by the very same people who may be tainted. Who will draft the terms of reference for the inquiry? The minister cannot rely on the very same board and the Chief Executive Office, Dr Dan Matjila, to be player and referee. In addition, we are also surprised that the CEO has in fact not been suspended. This smacks of favouritism and protection of a person that might be on the wrong side of the law once the commission gets to work. The UDM will consult with its lawyers on what the next step will be on our side, given that we have taken the minister to court.

Statement by Mr Bongani Msomi, UDM Secretary General The United Democratic Movement (UDM) condemns, in the strongest possible terms, the continued violence in the taxi industry. The killing of eleven taxi operators at the weekend is senseless and not long ago, many lives were lost in Mthatha in taxi violence. It cannot be business as usual while our people are suffering. The country is in crisis, as far too many people lose their lives as taxi violence continues to pervade many areas in the country. This needs to come to an end. It is clear that local authorities have failed to solve the problem. The national authorities should intervene swiftly and find lasting solutions to the perennial taxi wars. We also convey a message of condolences to the families and friends of those who lost their lives.

UDEMWO condemns attack of teacher in school premises

The United Democratic Movement Women’s Organisation (UDEMWO) is disturbed and shocked by the attack of a teacher by two students in a video that is making rounds on the social networks this week. The behaviour of the students is not acceptable. This incident occurred in school grounds in broad day light. It is reported that the assault started after the teacher confiscated a cell phone of one of the students when she was playing music in class. The teacher had every right to exercise that in class. Reports are that, the two girls waited for the teacher after school and started beating and kicking her. The behaviour of these students cannot be justified in anyway. We have been noticing the continuing disrespect and humiliation of teachers by students for a very long time. Measures must be taken to put an end to this. In another video, young boys are seen touching in an inappropriate manner a young girl who somehow looks intoxicated with drugs. The boys are forcing themselves on the girl while trying to penetrate her. This is such a horrible scene to watch. We cannot fold arms while things are going on like this. What is the role of the governing body at our schools? Why our schools have turned into warzone? Even young girls have turned to be aggressive. What kind of future generation will this country have? Teachers are also living in fear while in classrooms. They are not protected at all; hence the quality of education is getting weaker and weaker by day. How do we expect them to excel in their job while our children are a threat to them? Our education system is a disaster and swift action needs to be taken before things turn even more out of hand. Our schools have turned from being a place of safety for both teachers and pupils to be a battlefield. The Department of Education, parents and all those involved must come together to have a solution on the crisis that has plagued our schools. UDEMWO condemns the attack. Dear Mr De Kock EXPRESSION OF CONCERN: CONDUCT OF THE BANK IN THE MATTER OF MR NDARA The email from Mr Mahoney to Mr Ndara dated 29 May 2018 bears reference. Mr Ndara has since brought the contents of this email to my attention, which came as a complete surprise. I had simply requested Mr Ndara to establish the exact date for the agreed upon meeting with Mr Mahoney where all parties would be present to take this discussion forward. I had already received communication from WesBank confirming the same, seeking suitable dates for all concerned where the dealership employees would also be present. The initial view was to meet in East London, but we were later advised of Gauteng as an alternative venue and we chose the latter. Subsequently there was an undue delay upon which I asked Mr Ndara to follow up. In his email, Mr Mahony also advised that the dealer could not engage in a meeting whilst Mr Ndara was present, yet he was present in all other meetings, there seems to be something very strange going on here? DISCUSSION I must admit that this whole episode has left me perplexed. You ought to remember that in the first instance our meeting was not informed by a change of heart on the part of the bank, but it was in reaction to the exposure of the situation in the public domain. Hitherto you have not offered anything contrary to what the complainant has presented. You, and legal counsel, confirmed that either parties do not even know and had not seen papers related to this matter and yet you pronounced on how the bank have done nothing wrong in as much as you pleaded ignorance in our presence. The dealer is clearly defying your suggestion that “we get their side of the story” and strangely for us, who are from the outside looking in, this meeting was supposed to clear Wesbank and therefore confirm that it is the dealer who may be at fault. So, when the meeting is in the balance what do you really expect us to think? Here is what comes to mind: • Should the meeting proceed, the bank knows that it is in an untenable situation as the facts are not in dispute. • Now that we have presented WesBank with the necessary documents, which proves that in your own words, a grave injustice was done, there suddenly is backtracking regarding the meeting. • There is an illogical proposal to exclude the complainant from the discussions. • As the person who brought this into the public domain, and as such initiated these discussions, I still await communication from you that unequivocally confirms WesBank’s position. • Similarly, if there is none forthcoming I shall assume this sudden change of events has your stamp of approval. • The assertion about WesBank not having done anything wrong is increasingly, without merit given the posture of the bank. WAY FORWARD Sir, I would like to reiterate that our meeting on the 10th of May 2018 was not informed by a meeting of minds or a change of heart. You yourself mentioned in the meeting that the matter has dragged on for such a long time and that it has been a source of frustration. Now that I have satisfied myself that, whilst I gave you the benefit of the doubt, you have chosen to demonstrate that you do not take this matter seriously, I therefore take this to be an invitation to see how best to deal with this matter and that you are no longer open to discussion in an environment that will safeguard the bank’s reputation. I shall henceforth petition the institutions that should by law take an interest in this matter, as well as other institutions that by their virtue are there to advance our constitutional democracy and the justice that we seek for all. I appreciate having engaged with you and look forward to further engagements albeit on different platforms. OPEN LETTER TO NMBM SPEAKER LAWACK The Speaker of Council NMBM Attention: Councillor Lawack RE – ALLEGATIONS OF MISCONDUCT AGAINST THE CITY MANAGER: MR JOHANN METTLER This correspondence serves to inform you that the UDM has brought some serious allegations of misconduct against the City Manager, Mr Johann Mettler to the attention of the Executive Mayor, Councillor Trollip on 22 May 2018. A copy of such a letter was copied to you as a Speaker of council. The UDM’s intention was for such allegations against the current City Manager to be tabled and considered by a municipal council as provided for in regulation 5 (1) of the Disciplinary Regulation for Senior Managers, 2010 promulgated in terms of the Municipal Systems Act, 2000. The Executive Mayor is, in terms of regulation 5 (2) of the above-mentioned disciplinary procedure, legally obliged to table these serious allegations of misconduct against the City Manager in council within seven (7) days of receipt thereof. The Executive Mayor has unfortunately not yet directly responded to my correspondence as to the way forward on these serious allegations against the City Manager other than conceding in the Herald dated 25 May 2018 to the fact that an act of misconduct has indeed been committed by the City Manager. I am therefore addressing this correspondence directly to you based on the provisions of both the Disciplinary Regulations for Senior Managers, 2010 and the Municipal Regulations on Financial Misconduct Procedures and Criminal Proceedings, 2014. The above two (2) pieces of municipal regulations are extremely significant as they constitute a cornerstone for dealing with all forms of misconduct committed by municipal senior managers. Relevant sections of these regulations are outlined here below. Disciplinary Regulations for Senior Managers, 2010 Regulation 5 (1) clearly stipulates that any allegation of misconduct against a senior manager must be brought to the attention of a municipal council. Regulation 5 (2) stipulates that any allegation referred to in sub-regulation (1) must be tabled by the mayor or municipal manager, as the case may be, before municipal council not later than seven (7) days after receipt thereof, failing which the mayor may request the speaker to convene a special council meeting within seven days to consider the said report. Municipal Regulations on financial misconduct Procedures and Criminal Proceedings, 2014 Regulation 3 (1) states that any person must report an allegation of financial misconduct against the Accounting Officer; a senior manager or chief financial officer of the municipality to the municipal council, the Provincial Treasury and the National Treasury. Regulation 3 (2) states that the mayor, the accounting officer or chairperson of the board of directors, as the case may be, must table an allegation referred to in sub-regulation (1) before the municipal council or board of directors in the case of a municipal entities, not later than seven (7) days after receipt thereof or at the next sitting of the council or the board of directors. Regulation 10 (2) states that if there is a likelihood of further financial loss for a municipality or municipal entity as a result of a financial offence, the accounting officer, council, board of directors must report the matter without delay to the South African Police Services and not wait the completion of any investigation referred to in regulation 5 and 6 related to the financial offence. The above regulations are in line with section 173 (1) of the Municipal Finance Management Act, 2003 which clearly stipulates that the Accounting Officer of a municipality is guilty of an offence if that Accounting Officer fails to take all reasonable steps to prevent unauthorised, irregular or fruitless and wasteful expenditure. In view of the above, the UDM unequivocally re-iterates its demand of tabling and considerations by council of all the following allegations of serious misconduct against the City Manager, Mr Mettler: a) Unlawful extension of scope of work of Mohlaleng Media b) Irregular appointment of the former Acting Executive Director: Corporate Services through her company – Logodisa c) irregular termination of employment contracts of senior managers d) Irregular appointment of Senior Managers (section 56 managers) e) Misappropriation of municipal funds for the implementation of M-SCOA f) Irregular appointment of Sebata Municipal Solutions g) Irregular appointment and improper conduct of Gray Moodliar Attorneys h) Political Interference in municipal administration particularly on forensic investigations and human resources management matters (h) Irregular purchasing of Murray and Roberts building by a municipality (i) Misappropriation of funds on N.U 29 Housing demolition Project (j) Irregular commissioning of Wi-Fi Project through High Mast Light All the above allegations of serious misconduct against the City Manager, Mr Mettler have been elaborated upon in my letter dated 22 May 2018 addressed to the Executive Mayor and copied to you Your attention is specifically drawn to the fact that the Executive Mayor has already conceded in public that the act of irregular conduct by both the City Manager and Ms Zitumane has been committed. It is with this in mind that the UDM directs this correspondence to you as the Speaker of council so as to ensure that a report containing all the allegations of serious misconduct against the City Manager, Mr Mettler are tabled in council for its consideration as provided for in both the Disciplinary Regulations for Senior Managers, 2010 and the Municipal Regulations on Financial Misconduct Procedures and Criminal Proceedings, 2014. I also wish to remind you that the continuation of the alleged irregular expenditure as highlighted above in respect of all the allegations against the City Manager is costing this municipality ernomous amounts of money and the sooner these allegations are tabled in council, the better. I must not hesitate to mention that this is a legal requirement which must be adhered to by everyone and not an individual opinion seeking exercise. The United Democratic Movement (UDM), held its National Election Workshop from the 1st to the 2nd of June, at Burgers Park Hotel, in Pretoria. The UDM can now confirm, with confidence, that it is all systems go. 2018. The workshop was attended by the national leadership, the representatives from provinces and regions, the youth, women and young professionals associate structures. President Holomisa said the gathering’s main purpose was to establish a UDM Road Map towards 2019 national and provincial elections, and to retune its Manifesto to effectively address the national current challenges. He said the current state of national affairs require a new thinking. He made it clear that the old thinking of Liberation Movement no longer serves the needs of the majority of South Africans and lamented the loss of vision within the ruling party, which has been captured by the corrupt, and co-opted by the elites. The current change of leadership in the ruling party does not bring anything new, Holomisa said; instead it is a step backward towards the neoliberal narrative that brought us corruption in a large scale. In Orwellian language, it is just a change of characters who stands on the first trough feeding line. The Secretary General of the UDM, Mr Bongani Msomi, presented the state of the party report. He talked with r egards to laws and regulations of IEC, making it clear how the UDM features in the current political landscape. The UDM believes the country is in urgent need of a comprehensive and integrated infrastructure plan, both for social and economic development. The party emphasis is on the maintenance, improvement and sustainability of the existing, whilst new and modern infrastructure is developed. The well-known independent political analyst, Dr Somadoda Fikeni gave a robust and critical evaluation of the balance of political forces in the country. With regard to elections, we took bold resolutions, amongst others, are the following: Reconnect with our communities through a campaign called Community Service – Putting People First. [We are clear that there are still serious service delivery gaps that need to be take up with the government of the say on behalf of the people in particular the vulnerable groups.] Internally, we plan to be ready with the list processes before the end of the current year. All our election machinery shall be in full swing by the end of August. Polish our manifesto and policies on the socio-economic challenges facing our people: rural and the urban infrastructure, implementation weaknesses, job creation, crime, education, health, good governance and anti-corruption.The UDM has been successful in championing current Popular Policy Positions in the country. Amongst those is: The need for a dialogue on Land. A National Convention on economic policy development and redistribution that must benefit the majority of our people. The National Assembly resolution of the 27 February 2018, which is also consistent with the UDM call for explicit constitutional clarity on expropriation without compensation, thus we supported it. The recently adopted Party Funding Bill is one of the campaigns the UDM has been championing since 2003. The party sharpened and consolidated its position on the Land Issue and its prepared contribution in the current national debate on Land Expropriation without Compensation. The workshop is of the view that: Land must be expropriated without compensation, for the common cause, where necessary. The constitution as it stands, must be tested to the maximum to create progressive precedence. The state capacity to deliver on this constitutional mandate has to be enhanced for efficiency and speedy effectiveness. There is an urgent need to attend to the urban / city land hunger for human settlement and entrepreneurship. Rural development must be reprioritised. Land Tax Gender Parity The UDM notes the politically related violence and which finds its expression within the governing party. We call on all political parties, to ensure that their internal party squabbles do not become a threat to free and fair elections in 2019. We also call on IEC to ensure that all its systems are in place on time to enable citizens. Lastly, the UDM welcomes the good work being done by our members in various provinces. We are excited about the growth of the party, especially in provinces like KZN.

I refer to the below information which is a summary of the alleged corruption involving, in main, the Chief Executive Officer of the Public Investment Corporation (PIC) Dr Daniel Matjila. 2. The allegations contained therein describes serious corruption, dodging of due diligence, misrepresentation, money laundering and purging of staff (possibly for a cover-up) in deals of the PIC, which could only be the tip of the proverbial iceberg. 3. The extent of the rot could in fact be worth billions of rands, which makes it potentially bigger than the Gupta Scandal. Through PIC, Dr Matjila appears to have tentacles across various sectors of society – from unions, political parties and possibly parts of the fourth estate. He seems to have built a platform that has so far protected him from scrutiny and they have been protecting him against accusations of serious corruption. 4. There are many other nauseating examples of corruption which the media (like amaBhungane Centre for Investigative Journalism) have uncovered and have put in the public domain. Yet we have not seen the authorities do anything about the allegations of corruption and irregular deals, especially those within the past nine years. 5. It is therefore the United Democratic Movement’s urgent request that this matter forms part of the inquiry into state capture, because of the potential scope of the corruption. The commission’s terms of reference could be widened to include these allegations, especially considering that this could only be the tip of the iceberg and that more corruption will be exposed in its investigations 6. Because of the sophistication with which this alleged wheeling and dealing in the PIC was done, we suggest that a team of specialist professionals (including but not limited to forensic auditors, as well as finance and investment experts), should speedily investigate this matter, before proof of these misdeeds are ferreted away. 7. Mr President, you have categorically stated that you will root out corruption in government, which includes State Owned enterprises; but in this instance it will also directly affect hundreds of thousands of families for whom this is a life or death situation. Yours in stamping out corruption Mr Bantu Holomisa, MP UDM President Re: Investigation of CEO, Dr Daniel Matjila, with regards to irregularities at PIC Background Public Investment Corporation (PIC) is one of the largest asset manager managing South African government public funds. Its biggest client is the Government Employee Pension Fund (GEPF), which constitute approximately 90% of its fund under management. GEPF is a defined benefit fund, which means it is guaranteed by the employer. Employer, with regards to GEPF, is the South African Government. Any shortfall in member benefits or liabilities are therefore guaranteed by the government. It is for this reason that any maladministration from the asset/investment management is detriment to both the members of the fund and the fiscus. There have been several irregularities that have been raised in the media which are of concern and could impairment the ability of GEPF to meet its obligations over the long-term, such eventuality could trigger support from the fiscus. The following deals need further investigations by an independent party: Steinhoff Steinhoff on the unlisted side where PIC gave R 9.3 billion to an entity led by Jayendra Naidoo called Lancaster01. The shareholding of Lancaster01 is as follows is as follows: GEPF 50%, J Naidoo, 25% and community trust 25%. (Why such a narrow-based BEE structure with one person getting 25% of the deal? Does the community trust a front?). The transaction was done in two phases: • Phase 1 PIC gave Lancaster R 9.3 billion secured by both shares and collar structure if share price decline for capital preservation. • Phase 2 was the restructuring of the transaction wherein PIC was to partially forego its security to another lender Citibank. Citibank funded Lancaster02 Investment in STAR worth over R 6 billion. • Compromising of the security package in favour of J Naidoo in phase 2 resulted in impairment amount worth billions of rands. (could be up to R 5 billion possible loss for doing a favour to J Naidoo and Citibank) Ayo Technologies Ltd • Ayo Technologies Ltd, a start-up company, listed on the Johannesburg Stock Exchange and due diligence was waived. Funds were disbursed without a condition precedent – put option being in place. Put option is an insurance instrument that would protect PIC if the share price declines. • PIC was the only material participant in the private placement despite media reports of oversubscription. • Lack of market participation could be indicative of the poor underlying investment value. The share price has remained below listing price and have experience very limited liquidity. • PIC invested R 4.3 billion, current market value is R 3.3 billion. Already lost R 1 billion on market to market basis. Sagarmantha Technologies • The CEO lobbied the investment committee members even by using letters from unions and convenient press release from a political party. Has the CEO allowed governance processes within PIC to breakdown to such a level that he felt better outsourcing the function of PIC Investment Committee to the political and union formations? Why did he deem it fit to have the letters from unions be sent to investment committees if he believes in the internal process that they will do the right thing? What was his intention to have these letters given to members of investment committee? • Despite the lobbying, the deal was declined due to critical media scrutiny. • Sagarmatha technology proposal lacked investment rationale and largely mirrored the same methodology used to get R 4.3 billion for AYO technology and backed by the same sponsor –Iqbal Surve. • GEPF was expected to invest a minimum of R 3 billion. S&S Oil Refinery • S&S Oil Refinery in Mozambique. PIC funds are tied in an asset that is currently not producing much of what have been projected? And the sponsor-Momade Rassul is alleged to be an underworld figure. Rassul is based Nacala in Northern Province of Mozambique was arrested on 29 June 2017 facing an assortment of serious charges including money laundering, illicit enrichment, tax fraud, foreign currency manipulation, smuggling and misappropriation. • Total investment at risk of full write down is R 1 billion. Erin Energy Media reported on a dodgy deal concluded with an American – Nigerian businessman – Kase Lawal. The ownership of the underlying oil asset by Erin Energy was disputed at the point of PIC investment, but the PIC proceeded. Erin Energy failed to get full ownership of the asset. Considering the PIC’s $270-million equity investment and the fact that Erin had drawn $65.6-million against the $100-million PIC-backed loan but held $9.1-million in cash security, the PIC could lose roughly R 4 billion. The girlfriend story • PIC utilisation of CSI budget to fund the project introduced by the girlfriend of the CEO. • CEO asked an Investee company to financially assist the girlfriend. Note that the CEO has not disputed this. It borders on money laundering and serous conflict of interest, this is subject to Police investigations. Other issues for further investigations: Corporate finance Advisory on deals seem to be for selected few. • Sao Capital has been an advisor on many deals. Why does the company have such a great strike rate within PIC? How many deals have they done through PIC? • Kurhisani has been an advisor in many deals – MOGS, Distell, etc. Why does the company have such a great strike rate within PIC? How many deals have they done through PIC? Recent purging of staff Head of risk is fired. Head of IT, IT security and Company secretary are under suspension. Over the last few years the PIC has victimised a lot of black professionals. Independent investigations of the staff issues will show the extent of the rot.

Mr Sy Mamabolo Chief Electoral Officer Independent Electoral Commission Private Bag X112 Centurion, 0046 Dear Mr Mamabolo MTUBATUBA BY-ELECTIONS: VOTER REGISTRATION AHEAD OF BY-ELECTIONS IS A RECIPE FOR DISASTER AS THE RESULTS PROVED The United Democratic Movement (UDM) hopes that the Independent Electoral Commission (IEC) is happy and it appreciates the current state of affairs in the Mtubatuba Municipality following our continuous warnings against the registration of voters when there are by-elections. We warned that such registration might 1) have a negative impact, that 2) the results might not be accurate and that 3) there might be loopholes for the manipulation of the voters’ roll. The UDM has, for time immemorial, warned at the National Party Liaison Committee meetings that this practice must be stopped. Unfortunately, the IEC is hellbent in continuing on doing this. What happened in Mkhanyakude District during the by-elections in Ward 4 in the Mtubatuba Municipality, where it was found that some voters who are not residents in that particular ward – and were residents of adjacent wards – who voted. This could have been prevented if the IEC had listened to the UDM’s counsel. The UDM hopes that the IEC will now take our position on this matter seriously. The IEC is expected to be responsive and listen to the voice of political parties as they are important role players in the electoral process. The results in the by-elections of Ward 4 have been compromised and it cannot be credible. Honourable Deputy Speaker, Honourable President and Honourable Members United Democratic Movement (UDM) supports budget vote 1. Mr President you continue to make bold statements on the economic front. The recent appointment of your special envoy on investments is encouraging. We hope that the instability, that has the ruling party at the centre, will not undermine the work of these envoys. We also need to communicate a clear message that South Africa is working hard to be an investment destination of choice. Investments in our economy must be able to create jobs for the majority of young people who constitute the large section of the 26.7% of the unemployed South Africans. In the absence of much needed improvement on the governance front, the apparent delays on the commencement of the state capture inquiry note the business and consumer confidence will remain pessimistic. Accordingly, this administration must go beyond changing board members of the various State-Owned Entities (SOEs), but ensure sector leading qualitative and efficient productivity, through the appointment of qualified and competent administrators. In the same vein, let the State Capture Commission begin with its work. Yes, to see who has been misusing state funds to line their party or private pockets. South Africa needs a significantly improved fiscal base, accelerated inclusive economic growth, with a sharp decline in wasteful and fruitless expenditure, that will also contribute to the reduction of the budget deficit. Wastage which happens across the different spheres of government and in other public institutions, must be eliminated. However, these measures must not compromise the security of the country. We want you to do more to bring an end to violent protests that have occupied our streets, day-in day-out. Our law enforcement agencies, including the intelligence, must help you put an end to the increasing cash in transit heists, the burning of trucks, and all other forms of crime and lawlessness. We agree, with you, that so-called political killings are crimes and must be dealt with accordingly. Political killings are a blatant attack on the very democracy and constitution, that many so rightly fought for. As chairperson of Southern African Development Community (SADC), you are best placed to understand the conflicts internally and externally in many African regions. We call for the revitalisation of peace programmes that were started in the Mandela administration. South Africa cannot be expected to deploy its armed forces to, maintain stability, without progressive peace negotiations running parallel. The presence of South African armed forces must be a temporary measure, with the ultimate goal of promoting peace in the continent, not to protect corrupt regimes. Currently South Africa plays host to political refugees, who are being harassed by some of the governments which they are seeking refuge from. There are cases whereby these refugees are being assassinated within South African borders thereby threatening the security of our country. Ensuring peace in other African countries may lead to many refugees wanting to return to their homes and develop their states to become prosperous whilst also reducing the financial burden for deploying our troops. Media release by Mr Bantu Holomisa, MP and UDM President Some might consider President Cyril Ramaphosa’s taking control of North West a good move and believe that it will sort out the administrative and management quagmire it finds itself in. Whilst we appreciate the sentiment that prompted this move, it remains to be seen if it will eradicate institutionalised corruption in the North West. The unabated looting of state resources in this province have brought it to its knees, but one wonders whether, when national government steps in, this will not be a case of the wolf looking after the sheep. To sum up the situation, our people take to the streets daily, protesting the lack of service delivery, whether it be in the townships, rural areas or in the cities. We can no longer afford to fold our arms whilst South Africa is quite literally burning. Clearly the president has in fact used this constitutional provision in an attempt to sort out political problems within his party and it has nothing to do with a rescue mission. Given the exploitation of state funds, in all nine provinces, it makes sense to put the whole caboodle under administration. However, part of the problem is that the system in itself is flawed and have created nothing more but glorified homelands where racism and the fires of ethnicity are fanned. Do we really need these glorified homelands? We should rather strengthen the local sphere of government and let national government supervise. This piecemeal intervention by the president is simply not good enough to save South Africa from the slippery slope we find ourselves on due to the years’ long maladministration of the ruling party.

Dear Mr De Kock LETTER OF GRATITUDE Our meeting of the 10th of May 2018 refers. I wish to express my gratitude that you convened us in the manner that you did. We are particularly grateful that you took time out of your busy schedule to prioritise this matter and to listen to us and allow us to engage with you. I believe it was a worthwhile and valuable exercise, where both sides of the story were expressed and pondered. Given yesterday’s deliberations it also became quite evident that something was amiss; all considered there is certainly a problem that needs to be attended to. 1. Observations Against the backdrop of the meeting I would also like to make the following observations: • I noted your firm response that the bank is not responsible or that it cannot be held accountable for the dealer’s actions. • As a layman, I had difficulty staying abreast of your perspective in this instance. The reason being that at all, if not most dealerships, there are bank representatives, who actually perform and participate in the acquisition process of a vehicle, liaising with and on behalf of banks. • It hence becomes difficult for me to grasp if the bank will now want to exonerate itself, when there is a problem. • Mr Ndara outlined to all of us in detail how the problematic deal came to be. I must say again I appreciate your frankness when you responded to him by saying “If what you are saying is true and accurate, then I must sympathise with you because you will have been done a grave injustice” • In all honesty anyone who would hear and intimately understand how the deal was concluded, can only sympathise with the situation in which he now finds himself. You will have noted the scathing comments made on my social media platforms; it was clear that the majority of responders either sympathised or empathised with him. • The other significant point that came from the meeting was that, he could have obliged and continued to make payments towards the vehicle, and had he not spent it on lawyers perhaps he would have settled the balance of the debt, but the principle superseded all. • In fact, Sir, Mr Ndara did not take a decision to pay himself. His lawyer at the time, Mr Ben Du Plessis, based in Pretoria, wrote to the bank in October of 2007 requesting documentation that de facto amended or cancelled the original agreement of 2004 that had been signed by both parties. When a month went by without a response, he advised Mr Ndara of his rights in terms of payments especially in view of the two reloaded agreements. 2. Facilitation of a meeting with the dealership I also believe that in view of master agreements between banks and dealerships, it is rather unfortunate that in this case the bank and the dealership worked together in the courts pursuing Mr Ndara. That is what makes me rather uncomfortable with your having to preside over the matter. Nevertheless, now that you have made this suggestion and also your response to Mr Ndara’s narration I do believe that you are engaging with us in good faith. I would therefore suggest that you proceed and arrange the meeting with the dealership so that everyone involved is present. Given that this is a credit agreement and to give more clarity and to lend credence to the meeting, you must also invite a representative from the National Credit Regulator, the custodian of credit agreements. Such a move would allow all of us to gain clarity and help us to move in the right direction. This by no means stops anyone who wants to go to court, but in the spirit of yesterday’s meeting I believe it is very important that we meet as such. 3. Way Forward At the end of the day, the bank is licensed to operate and as such it is obligatory that it also operates within the parameters and conditions of the license that it has been granted. We have various bodies like the Parliamentary Committee on Finance, the Financial Services Board, Ombudsmen, National Treasury, the Department of Trade and Industry and the Reserve Bank Disciplinary Committee who may take a particular interest in this matter. However, given our engagement yesterday I am convinced if we soberly apply our minds we may well be able to find one another here, as we are not only dealing with our opinions but more fundamentally we are also dealing with the laws that govern this country. As a member of parliament and the president of a political party it is my duty to see this matter through. I have no intention of abandoning this process. I intend to follow through until this matter is resolved either way. Once more I appreciate your leadership yesterday and I look forward to further engagement on this matter. Address by Mr ML Filtane, MP in the National Assembly Subject for Discussion: Budget Vote 39: Rural Development and Land Reform Honourable Chairperson and members The Preamble of the Constitution of the Republic of South Africa, states: “we … believing that South Africa belongs to all who live in it…” Question is, which part of South Africa actually belongs to the landless. Please respond by providing radical action to help them get their land back. Honourable Minister, hear the cry of the millions of the so-called South African citizens. They are crying out for land. Help them get what is in reality and constitutionally theirs, LAND. They want to belong to South Africa, they want to own South Africa, they want their acre of our beloved country. To them this budget means nothing, nothing because it talks about development programmes on land, yet they own no land, yet they own no land. So desperate are their circumstances, so dire is their situation, that 11 million of them are likely to go to bed tonight without a meal. They need land, on which to build family homes, from which to produce food for their families, from which to conduct business, on which their children will play, on which their budding sportsman and women can develop their talents. The people of Baziya and Highbury are painfully waiting for the finalisation of their land claim. Please Minister we need action and we need it NOW. They need land, which they can hold and horde for future generations, on which they can keep their livestock and milk their cows and feed their children, nutritionally. Minister, Africans will not ask for even one penny from you in order to do all the above. I have personally experienced this lifestyle in rural Transkei The much spoken about radical economic transformation needs radical legislation. The Bills that are with us now come nowhere near achieving that. Just over a year ago, I questioned the then Minister of Rural Development about this weak ESTA Bill and his response was that, that can only be done with a new Bill. Will you look into that as the new Minister, please. Farm workers continue to be evicted without getting much effective protection from government. Municipalities need land to resettle these evictees. Three weeks ago, I finally cleared the myth that Isilo owns Ingonyama Trust land. I took the committee through the Act clause by clause. The Ingonyama Trust Board Chairperson, Judge Ngwenya did not rebut my statement. So your department can now move in there and carryout the programme of securing land tenure for the inhabitants of that 2.9 million hector land. We have yet to see as the committee, a departmental report that as little as 1 000 supported entrepreneurs are earning just a R1 000 monthly for 12 months on the trot. In the absence of such a report this department does not qualify to be part of the economic cluster. It should be moved to the social cluster. But we support this pittance budget. Thank you

Honourable Chairperson and Members Notwithstanding the recent outbreak of listeriosis, in which at least 190 people have died, South Africa does not meet the world health standards for food inspectors. According to the National Institute for Communicable Diseases (NICD), we have just one environmental health practitioner per 30, 000 people. The World Health Organisation (WHO) recommends a ratio of one environmental health practitioner for every 10, 000 people. This means South Africa does not have enough people checking the health and safety standards for production. Municipalities, in particular those in rural and small towns are the hardest hit. They must be helped to be proactive, to pre-plan and meet the required standards of at least one environmental health practitioner for every 10, 000 people. The NICD must have more laboratories to deal with this crisis. Chairperson, the municipalities are the culprits with regard to the non-payment of service providers within the regulated 30 days as per the National Treasury Instruction note number 34. This is not only a defiance of government policy, but a brutal onslaught against the poor masses of our people who are trying their best to live a better life, through their own initiative. Chairperson, we suggest that the NCOP institute an urgent investigation of the extent of this crime against our people who are running small businesses. We must know, which municipality is in debt to our poor people and how much is owned. Once that is established, culprits must be reported to the relevant authority for a proper recourse, on behalf of the local hawkers, caterers, B&B owners and many others. Lastly, there are still municipalities and institutions who are hell bent on defying another government policy, that of buying local. Officials go to places like Butterworth yet they sleep and eat in East London, they procure food and other items more than 50kms outside the local area. WHY ARE THE POOR MASSES IN RURAL AREAS BEING ATTACKED LIKE THIS. This new dawn must arrive to the poor too. Municipalities must play the ball and BUY LOCAL. Thank you

2018 Budget Vote 38: Human Settlements – address by Ms CN Majeke, MP in the National Assembly

Honourable Chairperson and members Outcome eight of the outcome-based performance approach that speaks to the mandate of the department adopted in January 2010, places responsibility on the part of the department to provide sustainable human settlements and improved quality living environment. However, visiting ward 28 in Soweto on Sea in the Nelson Mandela Bay Municipality (NMBM) where houses were built pre-2010, you will find a totally different and devastating reality. This has resulted in the community launching a petition with the Eastern Cape Provincial Legislature (ECPL). These citizens are currently registered and counted as beneficiaries of Reconstruction and Development Programme (RDP) houses by the human settlements department, yet, their situation can best be described as a glorifie squatter camp. In 2015, the NMBM human settlements department promised that the beneficiaries of the Zanemvula Priority Project would be temporarily removed to enable for the rectification programme to correct the defects. Three years later, these poor citizens continue to live with graves as their neighbours with absolutely no space or hope for economic, social activities and inclusion. For them, to bury their loved one, they have to rely on facilities outside from where they reside. Chairperson, many of the houses and settlements built between 1994 and 2010 are a far cry from the acceptable and current national policy, national norms and standards for housing and human settlements development. In ward 28, our people are crammed in overcrowded and dysfunctional spaces of less than 100 square meters with regular service interruptions. Chairperson, this department has to go back to basics. In this regard, we propose, that: • The department should assess all the houses and settlements that were built between 1994 and 2010, and compare it to the current policy, norms and standards. It must evaluate whether they are consistent with outcome eight, which provides for sustainable human settlements and improved quality of household life. • In the event of discrepancies, as is the case with ward 28, the minister must make policy proposals, consistent with the rectification programme and other relevant legal pre-scripts, to elaborate a plan that the department can and will implement to rectify the anomalies. • In this regard, the minister is invited to make ward 28 a pilot project. Accordingly, the minister should immediately contact the ECPL so that she may have access to the petition that carries the details of this challenge. • As part of attending to this national challenge, the minister, together with her provincial counterpart, should consider making an urgent visit to this ward to see for themselves the real circumstances defining our people in a democracy. Please Minister, consider joining the ECPL during their Public Participation Week on the 28 of May to the 1st of June in NMBM. Ward 28, is the epitome of a lack of broad national housing delivery goals, a lack of monitoring the financial and non-financial performance of provinces and municipalities. It also speaks to a lack of deliberate consultation with all the stakeholders in the housing delivery chain, including civil society and the private sector. Thank you
