• Honourable Chairperson • Honourable Minister and Deputy Minister • Secretary of Defence • Fellow Committee Members and Parliamentarians • Ladies and gentlemen 1. Thank you Allow me this opportunity to thank our Chairperson of the Portfolio Committee on Defence and Military Veterans, Mr VC Xaba, MP, for the opportunity to address you today. 2. Introduction In a time of war, the politics and society are willing to accept that the military has a just cause and its own set of values and standards, because we believe that they act for a higher good. The majority of the populace is happy to believe that the military is acting on its behalf and that it will do so with honour and justness. We have two familiar examples in our history where this is true: The South African Border War and the Armed Struggle. In both cases “the people”, or at the very least, certain sections of society, approved of, and supported and believed in, those armed actions. However, upon the dawn of true democracy, government was challenged by the necessity to make a paradigm shift, in which the South African National Defence Force simultaneously had to build an institution that is transparent, accountable and representative of the societal demographics. In addition, the former statutory and non-statutory armies had to be moulded into one united force. Both tall orders and as I discovered in my work with the Defence Force Service Commission, we, after 25 years, are still struggling to get right. As a quick example, many defence force men and women, who came from the various former armed forces retained their force numbers. There is no uniformity in the system and it has led to discrimination in promotions. We can, however, all agree that there must be a balance between having a well-funded and strong military to defend the state’s sovereignty, territorial integrity and well-being of its citizenry, and one that is subservient enough to not threaten the state and the people. But most of all, we need to guard against a military that is abused by government to quash dissent and destroy human rights and freedoms. We just have to look at our own history to understand how serious such a situation can be. 3. Parliament and laws keep us from running the risk of repeating the past The relationship between the military and civil society is sometimes a fickle one. On the continent, it has happened that the people look to the military to almost “save” them from the abuse of severe governmental corruption and looting of resources. In South Africa, there has for good reason, been a marked constitutional shift from “doing things the old way”, where military decisions were taken at security council level without consulting parliament. Which, in a certain way, meant that the military held government and the people at ransom. We can be thankful that our constitution now dictates that parliament has an imperative role to play in terms of monitoring our defence force’s readiness and sanctioning military action should the country be in imminent danger. Parliament must be kept abreast of the goings-on in the military, such as budget and operational needs, which talks to civilian oversight in its strongest and purest form. The laws governing the military and defence reviews (1998 and 2012/3) are the tools used to ensure that the civil-military relations in South Africa are healthy, trustable and that this relationship is kept stable and intact. 4. What could the business of the defence force be if we are not at war Not all threats are what we could traditionally consider the business of a defence force. The role of the defence force is not only to protect our people from outside military threats as, sometimes, the problem arises from within our borders. That is why the military should from time to time work in support of the police. Serious crime in various guises threaten the internal safety of our citizens and the security of our country. • There is a form of “economic espionage” where the intellectual property of Denel and Armscor is pillaged. • South Africans with links to foreign countries make use of our porous borders to fuel the drug trade to where it has become a pandemic. • Hijacked vehicles find their way across our borders in a matter of hours. Aside from the obvious role the defence force, for instance, plays in peacekeeping operations and emergency assist in case of natural disasters, it is clear that we need to let our minds go to see where the defence force can also play a meaningful role. 5. Secretary of Defence: is the civilian component inside the department effective? I want to zone into a very specific mechanism of civilian oversight in terms of the department of defence. As the system stands, for day-to-day administration and the coordination of strategic processes, the Minister of Defence and Military Veterans relies on the Defence Secretariat; which is the civilian component within the department. The system of having a Secretary of Defence primarily works well in developed countries, which have their own military conscription programmes, which in turn means there is a general understanding of how the military works. There is therefore a deep appreciation for the basic underpinnings of defence, which are speed, control and discipline. Even so, normally, the person who holds the post of Secretary of Defence has likely studied defence as a profession and is steeped in military culture. We need to understand that in a country where this is not the case, this leads to tensions. For instance, during my period of service on the Defence Force Service Commission, many frustrations were registered with us regarding the Secretary of Defence. On our tours across the country, interacting with the defence professionals and military careerists, the delays in decision-making and implementation was a hot topic. Commanders reported that they were constantly embarrassed when they were forced to go to the rank and file to try and explain why certain decisions were not yet implemented. This is not military culture. The Defence Force Service Commission quite often heard of scenarios where the office of the Secretary for Defence was blamed for delays. It seemed to them that the Secretary spent far too much time outside the country, for whatever reason, and was not preoccupied with making the defence force a well-oiled machine. We can all agree that the work of our defence force is by its very nature based on its ability and need to make quick decisions and ensure effective implementation. It is therefore counter-intuitive, that a civilian non-professional would be the lynchpin in this process. As currently implemented, civilian oversight has evolved into the appointment of civilians in the highest decision-making positions in a manner that undermines the ability of the security forces to manage their operations effectively. In my view, we need to take a look at the practicality of the current system of civilian oversight in the department of defence. Do we still need the Secretary of Defence to be an accounting officer? I personally favour that the commander of the defence force plays this role. Civilian oversight can reside with the office of the minister with constant liaison with parliament. Because, after all, how can the Secretary of Defence play the role of oversight and be the accounting officer? It’s just not common sense. In addition, it would be good if the defence force leadership could directly indicate their budgetary requirements to National Treasury. This will go a long way in making it an effective force that can serve this country well, and keep us safe. 6. Closing We can all agree that there is a careful, if not sometimes precarious, balance between the legislature, civil society and the military. Given our country’s history, it is all the more important that we continue to maintain this balance that we have struck over the past 25 years, but we must also be realistic about what works and what does not. It is of no use to cling to that which does not work at the expense of our country’s safety and the ability of the defence force to fulfil its constitutional mandate, in particular that “The defence force must be structured and managed as a disciplined military force”. Honourable Speaker Honourable Premier Honourable Members of the Executive Council Honourable Members of the Legislature Government officials Distinguished guests Ladies and gentleman I greet you all in the name of the Mighty Lord Jesus Christ (i) Honourable MEC you said that your priorities have been embedded into the B2B programme that your government adopted in the 5th term to consolidate support to municipalities and traditional institutions. It is only municipalities benefiting; neglecting traditional leaders, because ward committees and councillors are African National Congress (ANC) children. These must not be separated, because chiefs are to be informed of everything happening in their areas. (ii) People had to voice out their grievances because they belong to the municipalities which is ruled by the ANC. The reason why the people are protesting is because you don’t fulfil your promises; you only need them during the election period; making too many promises because you need their votes. (iii) ANC ward committees and ward councillors must not favour their ANC party members. They must service everybody in the community irrespective of party affiliation. (iv) The service delivery is the main concern because of the challenges ranging from water and sanitation to electricity. Some of the municipalities are still using bucket system or have no sanitation at all. (v) Madam Speaker, the MEC is talking about free FBG which consists of provision of free water, sanitation, electricity and refuse removal to indigent households, while our people are crying over paying high rates, access to clean water. Government does not care about rate payers, they are only interested in their taxes. (vi) This “we will” recitation is not nice to our ears; you were singing this recitation since 1994. And I understand the house resolutions and findings are not being implemented. Next year you will be talking the same thing. Your government is government of many dreams yet can’t accomplish any of them. Please don’t dream whilst our country is drowning in the sea. The government needs to prioritise implementation, rather than these empty promises in order to stop these occurring service delivery protests (vii) The Central Supplier Database (CDS) of the Eastern Cape shows an increased number of government officials who are doing business with government, yet the MEC is talking about good governance and says that the Department of Cooperative Governance and Traditional Affairs is at work to fight corruption and maladministration. As the UDM we want see the suspension and dismissal of those corrupt officials found abusing government resources and they must not be paid during their suspension and their case must be finished within four months. And pre-screening is a must, because this will lead to the collapse of our government. The UDM supports the budget. I thank you

Honourable Speaker, Honourable Premier and Honourable Members of the Executive, Honourable members and government officials, the United Democratic Movement (UDM) is of the view that the budget of R25,189 billion allocated to the department of Health, if it is utilised effectively and efficiently, can go a long way in improving the quality of health services to the people of the Eastern Cape. There is an alarming increase in the number of legal claims against this department as a result of failures to comply with certain procedures laid down in the treatment of patients. This is consuming millions of rands and this department has now become a lucrative business centre of the legal profession. Honourable Speaker, the department cites a 13 % vacancy rate. This unemployment rate is affecting this department because our youth gets frustrated and become the victims of substance abuse and harmful use of alcohol, thus putting strain on the budget of this department. The shortage of medical doctors, nurses and staff general is core problem in this department. Shortage of human resource is the results of working long hours and non-payment of their over time, this will affect the morale of the staff and that will lead to unnecessary protests. The UDM calls the government for the training of more nurses and medical doctors, as well as the provision of porters in hospitals should be addressed as matter of extreme urgency in those hospitals which lack the services of these officers. The Honourable MEC talks of infrastructure backlog dating back to the times of homelands; what have you done over this democracy when you failed to maintain the hospitals built in the homelands. Our hospitals and clinics are dilapidated and we believe it is not because there is no money for maintenance of these properties. What delays the progress is the implication of management and officials in epidemic corruption and maladministration. The UDM is of the view that the department must tighten the security system in our hospitals. Our doctors, nurses and patients are being the victims of rape and robbery.

1. This is the engine of the provincial administration which carries the aspirations of the citizens of the Eastern Cape. It is supposed to be the centre of policy formulation, implementation and coordination. It has to ensure that social and economic practise of the provincial administration are effected. However, it faces the challenge of a subdued economy inter-sphere policy conflicts, rampant maladministration, inability of both the municipalities and the government departments to manage finances well. The fact that we have over 100 000 unemployed graduates confirms that our education curriculum is not informed by industry needs, and so the expenditure on such education is almost tantamount to being fruitless and it does not take the graduate anywhere. This assertion is further supported by the fact that, even after obtaining those tertiary qualifications, these graduates must still be further skilled. The United Democratic Movement (UDM) suggest that the office of the premier facilitates some kind of partnership between industry and the Education Department at a much lower level rather than wait until tertiary level. 2. The role of ECSECC has become diminished in the recent past. Given its strategic position in the economic development of the province, every effort should be made to strengthen it one more time. 3. The economic transformation trajectory must needs have a strong element of business ownership. No matter how much experience one has in operating someone else’s business, but to run your own is a totally different ball game altogether. This is why intergenerational farm labourers struggle to run the very farms they have previously worked on, once they own them. 4. This department should focus more in coordinating the work of other government departments and be less involved in implementing its own programmes, especially in construction. Who oversees them, other than the Legislature? 5. The 2016 survey reveals that unemployment is at 38% and food insecurity is at 28% and the geni coefficient is very sharp, a situation which persuades the Eastern Cape government to allocate over 75% of its budget to health and education collectively, yet individually these departments are not succeeding in resolving poverty and unemployment, let alone touch inequality. One of the reasons for this failure is that there is no synergy. The missing catalyst is obviously then, this budgetary trend is short termed reactionary and visionless. The UDM suggests a budgetary approach that will be in favour of economic development. People who have a healthy economic lifestyle are more self-reliant rather than government dependent. All the above listed social ills will be simultaneously addressed. For this to be realised in the medium-to-long-term, this department must clamp down on civil servants who continue not to come to work, yet continue to draw salaries. At 54% work attendance you will not even be able to take off. New labour policies supported by appropriate legislation, must be developed. Only then can this department turn the Eastern Cape into transformation mode, from a socio needs focus to an economic pursuits focus. 6. (i) The UDM has deliberately steered clear of dealing with the budgetary terms on a rand by rand approach when the amount is so small anyway. We have chosen to follow the scientific route of cause and effect, because this is the prime overarching department. (ii) A regular evaluation of the progress made on the economic front needs to be effected. Only then shall we know if we are progressing or not. Such evaluation should not be done internally but rather by an external party. 7. So, we say, think on these things and consider your verdict.

Honourable Speaker and Deputy Speaker Honourable Premier and members of the executive Honourable Members of the Legislature Officials present here Distinguished Guests And visitors at the gallery be greeted in Jesus name The increase of the total budget for 2019/20 financial year is appreciated and will make a difference especially in Social Welfare Services, as most of our people, including youth, survive on this grant. Madam Speaker and Honourable Members, the issue of the serious shortage of social workers whilst there is high rate of unemployed social work graduates is becoming a crisis. The United Democratic Movement (UDM) request the department to prioritize the filling of the vacant post for social workers. How can there be a shortage of social workers and at the same time there is high rate of unemployed social work graduates, this government is really sick, wayenyanisile omnye utata xa wayesithi ugovernment wase Eastern Cape use ICU. Madam Speaker the UDM is concerned about the issue of OSD that the department did not budget for the OSD payments amounting to R51, 3 million hence the MEC committed to compensate all the qualifying OSD officials in this financial year yet there is no budget for that, with what? How will that be done? If there is no budget allocated for that, and you will find out that it takes a decade to pay those affected, this demoralising the morale of the workers. The UDM demands the department to come up with the solutions and speed-up payment of OSD qualifying officials. And in future there must be a budget allocation for such. Madam Speaker the UDM applauds the initiative by the department to strengthen the way it assesses the performance of NGOs and NPOs delivery services to the department, but we are worried about the limited budget for these organisations; how will the department expect these to perform and deliver without a budget. And these organisations suffered a lot with late payments or no payment at all. The Department was faced with number of challenges that led to 727 employees being displaced. How does this happen? Is it because of the nepotism? How can you expect one to perform his/her duties without the right qualifications? This promotes poor service delivery.

1. Having tried to juxtapose the MEC‘s policy speech with his department’s operational plan driven by such a minute budget, I could only conclude that the Eastern Cape government is going nowhere. When you reduce, by as much as 25%, the budget of Treasury, what do you expect to achieve in the sickly fiscal environment? If the whole province projects a revenue of R6 billion but commits to just R1, 4 billion then psychologically, those tasked during operations with collecting the dream R6bn, will immediately drop their efforts by whopping 80%. Ndokhe ndibone xa kusenzeka umlingo. Poor fiscal management continues to kill our provinces political, social and economic dreams. One suspects that political instability within the ruling party plays a big role in the mismanagement of allocated funds, hence the recurrence of irregular wasteful and non- expenditure of budgets. 2. Treasury should incentivise and reward departments that show great strides in tight fiscal control. Not only had that but even challenge departments in the economic cluster to produce an X number of jobs for every X R3 spent. Treasury should actually have a special internal unit that focuses on two things: ? The constant link between departmental expenditure and jobs created and sustained. ? Fiscus spent which results in enterprise ownership by Eastern Cape citizens. The fiscus continues to be plundered by the people from outside the province. Our fiscus should be used to create equity for the citizens of this province. The development of the invoice-tracking mechanism is much appreciated. It cannot be that it is practically impossible to simply put a stop to civil servants who do business with the state. As things stand there are officials who make sure that their invoices are fast tracked for payment? Surely this can be stopped. We implore Treasury to ensure that there is consequence management for those who plunder state resources. The additional powers conferred on the Auditor General should be utilised not only to deter potential thieves but severely punish the devilish beneficiaries. 3. Despite the policy position declared by the National Minister of Finance that tax collection has to be increased, yet in the Eastern Cape the source and base of an increased tax revenue seems to have be given very shy attention. There are no bold steps within the Economic Cluster to increase the tax base. This assertion is based on the type of projected jobs. Labourers earn low wages; it is the middle and upper class as well as businesses that form a solid tax revenue base. The MEC for Finance in his budget speech puts that emphasis on infrastructure development and agricultural economy. We know the bulk of the infrastructure budget goes to contractors and the goods they procure. Less than 25% goes to professionals. So, we would need to make sure that both the supplies and contractors are locally based in order to drive that budget to local suppliers. Agriculture we all know that this sector contributes just around 2% to the GDP consequently its contribution to our tax base is understandably low. In order for it to improve its contribution to our tax base, the export market would need to be tapped into in, a big way at that. There you talking billions. Another potential revenue base is by creating, at municipal level, to an environment in which professionals like doctors’ consultants, teachers etc. would feel comfortable to live and work. But alas the conditions are just too atrocious in most of these municipalities. Hence the brain and fiscal emigration to other provinces, where there are better living conditions. 4. Did it occur to the executive of the Eastern Cape that you are sending a very negative message to investors, when you reduce the budget of such a strategic department by whole 25%? The UDM takes this opportunity to implore the powers that be to review this situation. Add to that the small change allocated to the department of economic development, then potential investors get a clear message of just, how not serious you are on the economy.

Special message to Minister of Police re murder of Senzo Meyiwa

As the nation still mourns the passing away of Mr Sam Meyiwa, the father of the treasured footballer Senzo Meyiwa, the United Democratic Movement (UDM) has a special message for Minister of Police Bheki Cele to do whatever is needed to bring to book Senzo’s murderers. The UDM notes that the minister assured the Meyiwa family that the killers would be apprehended. Minister Cele must realise that the family and the nation are sick and tired of the lip service, since he, when he was appointed in this portfolio during the fifth parliament, was very vocal about his intention to resolve this murder case and nothing has happened. All the UDM is asking for, as the late Sam Meyiwa would be laid to rest this coming weekend, is for a good send-off that will be befitting, which is the arrest of the killers of this son of the soil. Bantu Holomisa reacts to ANC’s Jesse Duarte statement

Ms Jesse Duarte took the opportunity to make scornful remarks about leaders who have left the African National Congress (ANC), and casting aspersion on their integrity, in an SABC “documentary”. Clearly, the SABC is still run as a subsidiary of the ANC and it still uses the public broadcaster as a publicity tool, hiding its propaganda in the guise of so-called documentaries. Ms Duarte in a recent “documentary” attacked me by calling me a dictator. I answered the volley and now the ANC is defending Ms Duarte by conveniently playing the gender card. We have, over the years, noted that Ms Duarte has a tendency of even undermining her own leaders in the media. Now, when she experiences vehement resistance and someone calls her out, she (and the ANC) cries foul. Youth unemployment can only be solved at an Economic Indaba

Second quarter stats have shown that youth unemployment has risen significantly and President Cyril Ramaphosa has cautioned the citizens of this country to prepare themselves for more job losses. These pronouncements come just after the President’s famous promise of the creation of two million jobs in ten years’ time. President Ramaphosa cannot make beautiful statements in his SONA and budget speech address to only come to us a little later, saying things are not going to work out as he promised. Surely the President knew of the likelihood of job losses whilst he was making his speeches? Is this some form of warped reverse psychology? We, in part, suffer this fate because of the African National Congress’ selfish factional battles at play in the public discourse. We have our President battling the Public Protector, and ministers and prominent public figures slinging mud at each other. It is the country that suffers because of this public posturing and ugly spats. Young people of South Africa, we are in a crisis and we need to stand up against pretence and empty promises. If we stand idly by, we will go straight to the pit holes of poverty that will take many more years to overcome. We cannot allow this any further. The United Democratic Movement Youth Vanguard reiterates the call that the United Democratic Movement made in its manifesto that an urgent Economic Indaba is needed to find ways to stop this country from degenerating any further. If the incumbent leadership is serious about taking South Africa forward, we need a New Era Codesa (Economic Indaba) and soon. Butterworth school closure threatens children’s future

The United Democratic Movement is aware of the shutdown of Zanokhanyo Junior Secondary School in Butterworth because of dilapidation. This illustrates the failure by the Eastern Cape and National Department of Education. On a daily basis, the ANC-led government emphasizes how important education is, but the condition of schools in the villages leaves a lot to be desired. Government does not walk the talk. The Eastern Cape is one of the provinces that still have mud classrooms, in some instances teaching and learning take place under the trees. The pupils are exposed to adverse weather conditions and puts them at a learning disadvantage. President Ramaphosa has promised that his government will improve conditions in our schools but nothing has been done thus far. Instead Minister of Basic Education Angie Motshekga is busy introducing new subjects like Swahili or Mandarin into our curriculum as if all is normal. We understand that the government means well by this gesture, but it demonstrates that its priorities are skewed. The UDM believes in a government that is proactive, that does not wait until something terrible happens before it acts. We want a government that focuses on basic necessities such as teaching material and the development or maintenance of school infrastructure. This will be enough to boost the morale and motivate educators to do their job and learners to concentrate on their work. Dear Advocate Lubbe SC DR DAN MATJILA’S EXPECTED TESTIMONY AT THE MPATI COMMISSION: FURTHER GERMANE INFORMATION RECEIVED FROM A WHISTLE-BLOWER I herewith acknowledge receipt of your email, dated 6 July 2019, wherein you informed me that – according to the rules of the commission of inquiry into allegations of impropriety regarding the Public Investment Corporation (‘the Commission’) – I may today be implicated in evidence to be submitted by Dr Dan Matjila, former Chief Executive Officer of the Public Investment Corporation (PIC). I wish to inform the Commission about information that has been provided to me by a whistle-blower regarding an alleged forensic review report (dated 15 April 2019) (‘the report”) as commissioned by the PIC board from Nexus Forensic Services regarding a VBS Mutual Bank investment transaction. 1. According to the alleged report, Dr Matjila, together with the PIC’s former chief risk officer Paul Magula and the head of legal Ernest Nesane received loans from VBS Mutual Bank. The allegations about the loans to the latter two gentlemen have been widely reported on in the media. 2. Dr Matjila has never declared a VBS Mutual Bank loan allegedly extended to him, to the value of R2 456 761.66, as required, which may constitute a conflict of interest and even possible criminal conduct. 3. The term of Dr Matjila’s loan is alleged to be a thirty (30) year period, which raises the questions whether a) the loan was extended at arm’s length and b) such a lengthy repayment period was the standard for VBS Mutual Bank? 4. In terms of the conditions of the loan, it is allegedly unclear whether the loan was intended to ever be repaid, or whether it is/was in fact being repaid. The only way to establish the veracity of this allegation is to scrutinise the dates of disbursement and repayment. 5. If there is any truth in these allegations, it raises serious concerns about Advocate Terry Motau SC’s report called: “The Great Bank Heist”. Why did Advocate Motau’s report omit Dr Matjila’s alleged loan, especially given his position as PIC CEO? 6. Why did Advocate Motua’s report exclusively focus on Messrs Magula and Nesane? Common sense would dictate that Advocate Motau would have declared Dr Matjila’s alleged loan even if no wrongdoing was apparent. 7. The alleged report apparently states that Dr Matjila holds ten directorships, but according to the whistle-blower, around two have not been disclosed as required. 8. As we all know, Advocate Terry Motau’s report revealed that a cash sum of R5 million was apparently “stolen” from VBS Mutual Bank, allegedly to bribe Dr Matjila to obtain his cooperation in facilitating the funding of VBS Mutual Banks’ requirements by the PIC. Famously, the money was reportedly carried by helicopter from Makhado to Lanseria Airport. If the alleged report is anything to go by, one could argue that Dr Matjila had personally benefitted from nearly R7.5 million of VBS Mutual Bank money. 9. Nexus Forensic Services’ alleged report apparently recommended that the PIC board should pursue criminal investigation. If that is true, the question is what has the board done about this recommendation and if nothing, why? Lastly and with respect, given the information the whistle-blower has imparted to me, I wanted to establish whether the Commission is aware of this alleged report and if not, could the Commission make enquiry into obtaining the said report to assist in its investigation. 1. We would like to take this opportunity as the United Democratic Movement and formally congratulate you on your crowning as the Premier. However, William Shakespeare once scribed in Julius Caesar, if my memory serves me well: “Uneasy lies the head that wears the crown’’. You will be no exception to this notion. Let us dissect the beast you presented to us. 2. The route to solving most social challenges lies in an inclusive economy in which the majority of the Eastern Cape citizens wholesomely participate. There is a whole mile to meander in order to get there. Your speech hardly sounded like a starter’s gun. Consequently, we remain with more questions than answers, the reason being that you indicated the pointers but fell short of: • Telling us how to get there and, more importantly, • Exactly what fruits we shall harvest for our efforts, and when. No short-term, medium-term or long-term projections. You were generous with generality. Because of the dire situation engulfing the state of our economy, we expected a more radical approach to tackling the economic woes of the province. 3. Today’s policy buzzword in government corridors is a ‘’ transformed economy’’. Part of your preamble states that: “…we are here to outline our programme of action in the next five years’’. ‘That is why we expected more detail. 4. Some of the questions that arise are: (i) How much will preferred areas of investment contribute to the GDP of the province? (ii) How much ownership stake will be allocated to the previously disadvantaged to advance the cause of ownership? (iii) How much raw material, including for infrastructure development, will come from the Eastern Cape? Are you setting up factories for the manufacture of those materials? Here we wait to see an extension of the value chain, both vertically and horizontally. (iv) Exactly at what rate will your administration produce food within the province so that we greatly reduce the unhealthy importation of food? This is very sore point, Honourable Premier, when one considers the amount of land the Eastern Cape has. A lot of which is suitable for agricultural produce. How many will feed from 50,000 hectares? (v) You have listed tourism as one of your administration’s priorities, yet you have spent less than half a page talking about this sector. As a result, you have not addressed the very fundamentals of any economy, which is product development, referring only to the second last value step which is selling. “What will be sold, and produced by whom with what and where? The exception here is the waterfront in Port Elizabeth. (vi) Sport attracts lots of consumers yet you have said zero on it. Knowing that sport offers itself as a very viable option to intelligence driven economic opportunities, then we have to ask you why you did so much injustice to sport? Knowing that sport is also a catalyst for social cohesion, then why did you leave it out? This would have given the Eastern Cape citizens an opportunity to feel that those that want to make a living out of sport are foregrounded by the Mabuyane administration. You have missed out on a golden opportunity. The Eastern Cape has produced a number of rugby springboks, but the current administration has sent out a loud message saying “we care less about the legacy you have left behind. Mara why, why, why Honourable Premier. (vii) You painfully complain that it was the deliberate act of the apartheid regime not to invest in the economic infrastructure of our province to make us the labour basket of the country. But alas, all the proposed construction projects were neither for of specific employment numbers nor level of local ownership once in operation. If the focus of government remains anchored just on skills development only, then your administration will have created a perfect platform for prolonging the very apartheid strategy you rightly bemoaned, we want change. Change is what we want. Are you able to deliver drastic change? Siphendule Mhlekazi. (viii) So, you are planning to build a Smart City. Hmmm? Where are you going to get smart administrators and mayors from? When you allowed yourself to day-dream about a smart city, had you so soon forgotten about Mthatha’s rolling collapse with filthy streets, no water, no power and a recently sacked mayor of the ANC? Had you forgotten about the fact that most villages in Mnquma are accustomed to live without water, or were you actually dreaming about a “dark city” but because it was during the day you actually thought there was light in that city? (ix) Kha uqale ulungise I gravel road ezi zibulala imoto ezithutha abantu. (x) We welcome your admission of fifteen years of failure by three administrations, but now you want to pass the buck to civilians by establishing a Khawuleza Project Management Office within your office. Thereby sending a clear message to the current public servants to say ‘’I have no confidence in you’’, look I am superimposing another structure on you. Are these members any better qualified than your current staff compliment? (xi) One of the best ways if preparing a country for economic revival is to re-organise the fundamentals in the education sector. I just would not believe my own ears to hear you say that you want to equip children with skills that would make them highly competitive in the labour market. A flood of questions gushed to my mind as a seasoned development practitioner. (a) In whose forms will they be working? (b) Why not prepare them to be creators of wealth instead hewers of wood? (c) Why not prepare them to be knowledge producers, inventors, researchers, product creators in their own right? The list is long, but time is limited for me. (d) Why leave out men on projects? (e) The effect of climate change in development. (f) The fourth industrial revolution to be embraced with caution, there are too many unskilled citizens who must earn an income. It is already beginning to bite, estimated to take six million out of work. (g) Prevalent fraud in department like education. (h) Will you ensure the implementation of the amended Audit Act? (i) How many job submits must your administration organise in order for jobs to be actualised. Since 2005, this province has been holding these fruitless summits very regularly, but jobs dololo. Instead, more jobs were being shed by the previous economy. We suggest a different approach in fighting joblessness. (j) Your administration has virtually no local government as if the Auditor General’s report is anything to go by. I thank you

Honourable Speaker and Deputy Speaker Honourable Premier and Members of the Executive Honourable Members of the Legislature Officials present here Distinguished guests and visitors at the gallery Be greeted in Jesus’ name. Let me take this opportunity to congratulate you, we wish you all of the best and happiness in your new venture, may this journey take you to the way of success. The Eastern Cape is faced with many challenges, like poor housing development and houses that were built without proper infrastructure. The lack of proper planning of housing projects results in delays in the timeous implementation of a number of projects. The government must strive to improve planning for housing projects to prevent unnecessary time wasting which results in serious cost implications. The United Democratic Movement (UDM) also commends the Honourable Premier for the rollout package of basic services such as electricity, water, sewage, sanitation to 700,000 indigent household in our province, but the government has allowed corruption to flourish for a long time, which is a very serious concern. This has spread like cancer cells throughout the public service. We support the strategies that are in place to fight this fiscus gobbler that has caused so much damage and hurt to the people of this province. The UDM is more concerned about the shortage of educators, and non-teaching staff such as administrators as well as securities. There is also a shortage of water and sanitation facilities in most rural schools. The Honourable Premier must ensure that this is also addressed. Our children are faced with societal challenges such as crime, teenage pregnancy and substance abuse. The educators always fear for their lives because they might not know what a child is going to do. We want the government to place more focus on these problems. The Honourable Premier must put in place a monitoring mechanism and proper plans on how it intends to deal with the shortage of qualified mathematics and science educators in our public schools. There is also the need for food security for our disadvantaged people because the absence of proper food is a serious main contribution to chronic diseases. Such intervention can help to alleviate hunger, poverty and disease in our society. There is still a need for government to focus on educating nurses on how to treat their patients considering the Batho Pele principles; there are many people that still complain about the conduct of our nurses. We do not know if the complaints by the public are ever taken into consideration by government. There are serious challenges of medico-legal claims which leads to unexpected serious and unnecessary expenditure by the government. We appreciate the effectiveness of education and advocacy on HIV/AIDS and tuberculosis, but the growth rate of these diseases is still alarming. The bulk of the budget of the province is spent on the department of health, but there is still more to be improved. The current socio-economic situation in the Eastern Cape requires that a greater effect is made to address job creation so that fewer and fewer people need to depend on social grants. Poverty has reached inter-generational levels. The condition of the roads, especially in rural areas, leaves much to be desired. One hopes that the budget of relevant department will cater for this painful need. Public Works needs to embark on a programme of regularly attending to public buildings; especially hospitals. There cannot be unhealthy people in unhealthy buildings. The officials of the department of social development often find their buildings uninhabitable resulting in the loss of productive time. Your address shied away from these issues, yet they cry for the attention of a caring government. I thank you.

Violent service delivery protests claim lives: this is not on!

The United Democratic Movement has observed that there have been too many service delivery protests around South Africa, prior to elections and after. We hoped to see less of these occurrences, especially after elections, but seemingly they are increasing on a daily basis. We saw what happened when the red ants overran Alexandra in Johannesburg, when the life of a three months old baby was claimed. Yesterday in Philippi (Cape Town), another four-months’ old infant lost her life because of the use of teargas. Not only was an infant deprived of life, but two persons, trying to get away from stone throwers, were killed. This is a travesty. South Africans endure the pain of being neglected by government whilst it continues to pay lip service when it comes to service delivery. Government never honours its promises. Instead of helping people, government responds to them with violence. How long should we see such events? How long should the people of South Africa suffer, when they are only asking for basic necessities such as; shelter, water and roads, to name a few. President Cyril Ramaphosa’s expected state of the nation address (SONA), must be solution orientated with a clear plan and time frames for its implementation. We as young people, and as the majority of the population, need things to happen and happen fast. We cannot have another rehash of old promises that raise our hopes with every SONA, only to be disappointed. We are expecting to hear more from the president in terms of job creation and strengthening the economy with youth participation in particular. The United Democratic Movement Youth Vanguard has been consistent in its call that young South Africans must become wealth creators. It is therefore incumbent on government to create an economic environment that fosters entrepreneurship. We however wish to raise one significant point, which we hope that President Ramaphosa will touch on. We are of the view that exorbitant data charges need his immediate attention. To be youth inclusive we need a government that is serious about creating opportunities for young people in this digital era. Data must completely fall as it hampers learners’ studies, fetters youth looking for jobs and their registration of small businesses, etc.. The United Democratic Movement (UDM) Youth Vanguard is concerned about the state of our nation since tough economic times leave the youth of South Africa out on the margins of economic participation. Our youth has for the past 25 years under democratic rule, been fighting for economic freedom, but in vain. We have been let down by the failure of every administration put in place to fulfil the promises made over the years. Since 1994 we have been out in the economic cold and had no say; nor had we become drivers of our economy due to the lack of leadership and political will to implement the so-called good policies that are meant to see young South Africans becoming economic drivers. With every recession and economic downfall, young South Africans take a huge knock as they are the majority of the population. Our education system is a major role player in marginalising the youth by not empowering them. It therefore, needs a complete overhaul in order to produce young South Africans who are job creators, innovators and not just job seekers and dependants. The UDM Youth Vanguard calls upon President Cyril Ramaphosa to take young people into his confidence, as there cannot be anything about young people without them. The youth must be directly involved in economic policy formulation and implementation. The president missed a critical opportunity to have a young deputy minister in the presidency responsible for women, youth and persons with disabilities, as that office is crucial to drive youth development, empowerment and creating synergy between all departments to drive youth economic participation. We invite interested young people to come together under one roof on the 17th of June for a Multiparty, Stakeholders Youth Symposium under the theme of “Youth and Democracy in 25 Years” at the Braamfontein Civic Centre, Old Council Chambers, in Johannesburg, at 10:00am. This will afford us young South Africans an opportunity to engage, debate and come up with solutions on how we can solve the challenges faced by South Africa pertaining to the youth. We wish all young South Africans a peaceful and reflective Youth Day, taking on the lessons learnt from the youth of 1976. We all have something to contribute. We call on the young members of the executives to have open and wide-ranging discussions on political, social and economic challenges facing young South Africans. The United Democratic Movement (UDM) in KwaZulu-Natal (KZN), welcomes the KZN premier and the provincial MECs to their new roles. We are encouraged that none of them are known for the bad odour of corruption and we advise them to maintain that status. As the premier prides himself for picking young and new blood in his executive, the KZN UDM hopes that such will bring about innovation in service delivery as, mostly, innovation is associated with the young and the new. We call on the new KZN provincial government to attend to the following issues as priorities: Corruption-ridden municipalities. Very poor state of roads marred with dangerous potholes. Community-based farming projects, and Capital Infrastructure projects in rural areas in order to attract property developers and business. The United Democratic Movement (UDM) in KwaZulu-Natal, is appalled at a recording we have in our possession, where the voice of the uMzinyathi district mayor is allegedly having a fishy conversation with one of the municipal executive managers. In the recording, it sounds as if the mayor instructed this official to confront the municipal manager about funds that the municipal manager had apparently siphoned off from two municipal service providers (allegedly to the tune of R1,8m and R3m respectively) but had apparently failed to pay it over to the Inkatha Freedom Party’s coffers. Even though the speaker did not mention the IFP by name, he simply referred to ‘Umtwana’, it is common cause that both the mayor and the municipal manager are IFP deployees. This kind of tapping of funds, raises a lot of questions e.g. 1. Is the awarding of municipal tenders, legitimate and above board? 2. Are these service providers’ work of compromised quality to make room for kickbacks? 3. Were the earmarked development projects started off at all? The UDM reiterates its view that corruption remains corruption even if it is not committed by the usual suspects like the alleged VBS looters, and the Bosasa and PIC scandal mongers. The UDM in KwaZulu-Natal will gladly make the recording available to the mayor and invites him to explain the content of the voice clip. UDMYV: Young parliamentarians have a big task ahead

The United Democratic Movement (UDM) Youth Vanguard congratulates all the young persons who were sworn into the sixth democratic parliament. It is encouraging to see that quite a number of the members of parliament who took the oath yesterday represent the youth of South Africa. Yet, this happens at a time where our youth faces many challenges, such as plummeting unemployment prospects, the lack of fee free education and the struggle to start and finance their own businesses. Although some strides have been made, we still have a long way to go in terms of youth development. Our education system does not deliver innovators and entrepreneurs, but rather produces employees with no prospect of being employed. This constantly excludes young people from economic participation and wealth creation. We encourage young parliamentarians to run with youth issues, that position those matters, at the apex of the parliamentary agenda. One of those important issues are the eradication of sexism, gender-based violence and societal ills, like teen pregnancy. Not enough attention is paid to our young women in order to help them thrive in leadership roles and their professional lives. We don’t want to be paid hackneyed lip service, we demand change, and we call on all young parliamentarians to focus on an action orientated plan that comprehensively addresses our plight. A country that does not take care of its youth is a country going nowhere fast. We call on all young people to pressurise decision making bodies to give us hope that our dawn is nigh.
