Is dissolution of executive, in favour of a caretaker, not the answer to corruption?

Media release by Mr Bantu Holomisa, MP and UDM President To put things in perspective the start of South Africa’s steady descent into the depths of dishonesty and exploitation was Sarafina II, what followed was the Arms Deal, Oilgate, Travelgate, as well as the Chancellor House/Hitachi deal. Then it was Transnet, Prasa, VBS, PIC, relationships with the Gupta family, to name but a few headliners and most recently, the alleged corruption involving the R500 billion Covid-19 relief fund, which took an already despicable practice to new moral lows. How can the people of this country believe Ace Magashule when he says his party is “outraged and deeply embarrassed” by acts of corruption allegedly committed by some of its members and leaders in Covid-19 procurement across the country? Tenderpreneurship, (ab)using ties with family and/or friends, is certainly not new. South Africa has reeled from one scandal to another and the African National Congress (ANC) National Executive Committee (NEC) saw nothing wrong, and has, for years, allowed the comrades in corruption to perfect their craft. Now, suddenly, the ANC NEC woke up to the idea that, even if its legal to benefit at a suffering people’s expense, which has been its primary defence in the past, it is unethical. If it had not been for the Covid-19 experience, things would have merrily continued… as it turns out, some corruption are worse than others. Cadre deployment, as well as factional infighting, have paralyzed the state completely. That said, after a quarter of a century’s worth of corruption, the truth of the matter is that the governing party is incapable of rooting out corruption. Not only because of a lack of political will, but mainly because its entire leadership is tainted, and it is impossible for the accused to preside over the investigation, trial and punishment. Maybe the time is ripe for South Africans to consider, and debate, something a little more drastic i.e. should they not demand that the executive arm of government be dissolved and be replaced by a caretaker administration until the 2024 National and Provincial Elections? Such a structure could be comprised of representatives from civil society and the judiciary; with no political component. Parliament must be kept in place to play its crucial oversight role. Part of its mandate should be to develop legislation to specifically, and definitively, deal with corruption and the recovery of taxpayers’ stolen monies, as well as drafting a white paper on what kind of local government system this country requires as our current system is failing the people. Resuscitating our economy should be at the top of such a caretaker government’s agenda, as well as a review of the Chapter 9 institutions and addressing our collapsing infrastructure and waste management (our country is dirty). Dissent voices on SOEs by top leadership is disheartening!

The United Democratic Movement takes note on contradicting statements issued over the weekend by the President of the ruling party and his National Person on the ailing state-owned entity the South African airways. The President, Mr Cyril Ramaphosa insisted that SAA will not be sold or shut down and within hours the chairperson, Mr Gwede Mantashe told the nation that this entity should be shut down if it does not make profit. The ANC recently had a lekgotla, and they had promised the nation that the issue at SAA was going to be discussed, but from these statements one may conclude that there was no discussion, if there was, no agreement was reached as to how this important would be made viable. If it is like this at SAA, what about the other SOE’s? Seemingly the ruling party does not have a strategy to make these SOE’s to operate as companies that sustain themselves. The ANC is in the about what needs to be done to save these SOEs. This might be the reason why the rescuing practitioners of SAA are now dictating terms on how the entity should operate hence certain domestic and international routes had to be abruptly stopped without the approval government. This has turned South Africa a banana republic. The State Owned Enterprises need a decisive leadership and intervention not what it is being heard, that is, dissenting voices of the senior leaders of the ruling party and the government. The majority if not all SOEs are currently in the Intensive-care unit (ICU), they are not making any profit. These SOEs are supposed to be contributing to the GDP of the country yet they are a liability. This is a biggest shame. How long will the hard-earned money of taxpayer’s money keep saving these SOEs? The problem with ruling party is for it to admit that cadre deployment is killing these SOEs and it is afraid to take drastic actions as it does not want to lose support from their comrades who are somehow being compensated for failing to make it to parliament or provincial legislatures. The United Democratic Movement (UDM) has noted the volatile situation in Alexandra, Johannesburg. Much of this unhappiness stems from the African National Congress’ (ANC) misuse of billions of Rands allocated to the Alexandra renewal project during the era of former President Thabo Mbeki. RDP houses in Alexandra Extension 7, were apparently sold to non-South Africans and this explosive situation has the potential to spill over to xenophobic attacks. In addition, the ANC had relegated hundreds of families to live in shacks in the informal settlements, depriving them from living a life of dignity and prosperity. The irony is that the ANC is leading this protest, using it for electioneering at the expense of the poor residents. The ruling party has done this country immeasurable damage with its don’t care attitude. Come 8 May 2019, the electorate must make an enlightened decision and should not vote for it. Honourable Chairperson and Members Notwithstanding the recent outbreak of listeriosis, in which at least 190 people have died, South Africa does not meet the world health standards for food inspectors. According to the National Institute for Communicable Diseases (NICD), we have just one environmental health practitioner per 30, 000 people. The World Health Organisation (WHO) recommends a ratio of one environmental health practitioner for every 10, 000 people. This means South Africa does not have enough people checking the health and safety standards for production. Municipalities, in particular those in rural and small towns are the hardest hit. They must be helped to be proactive, to pre-plan and meet the required standards of at least one environmental health practitioner for every 10, 000 people. The NICD must have more laboratories to deal with this crisis. Chairperson, the municipalities are the culprits with regard to the non-payment of service providers within the regulated 30 days as per the National Treasury Instruction note number 34. This is not only a defiance of government policy, but a brutal onslaught against the poor masses of our people who are trying their best to live a better life, through their own initiative. Chairperson, we suggest that the NCOP institute an urgent investigation of the extent of this crime against our people who are running small businesses. We must know, which municipality is in debt to our poor people and how much is owned. Once that is established, culprits must be reported to the relevant authority for a proper recourse, on behalf of the local hawkers, caterers, B&B owners and many others. Lastly, there are still municipalities and institutions who are hell bent on defying another government policy, that of buying local. Officials go to places like Butterworth yet they sleep and eat in East London, they procure food and other items more than 50kms outside the local area. WHY ARE THE POOR MASSES IN RURAL AREAS BEING ATTACKED LIKE THIS. This new dawn must arrive to the poor too. Municipalities must play the ball and BUY LOCAL. Thank you

Mother Earth Day 2018: SA’s water woes must come to an end

Media release by Mr Bantu Holomisa, MP and UDM President As we approach Mother Earth Day, on the 22nd of April, the United Democratic Movement (UDM) deems it necessary that we, as South Africans, must acknowledge and understand the interdependence that exists among humans, animals, plants and the planet we inhabit. Especially the role that water plays in that interdependence. South Africa’s years’ worth of drought, brought home the reality the we indeed live in a water scarce country. Water restrictions almost crushed some of our big cities – with those who live in informal settlements being hard-hit. The impact on our agrarian activities and industries as well as the ripple effect of job shedding as the drought continues, is devastating. The fact that our economy will take years to recover from the impacts of drought, not to mention other factors, is quite worrying. This brings into question one of the issues the UDM believes has not been properly addressed i.e. planned sustainable development. The local, provincial and the national governments must all shoulder the blame for the mess in Cape Town and elsewhere in the country. The backlogs still remain too large and the current infrastructure development is not keeping pace with rapid urbanisation, water storage and dam capacity. The UDM is of the view that all three ties of government should be working harder and together on managing arguably the scarcest resource in this beautiful country of ours: water. Some of the salient points in the UDM’s policies around water are that: • National and local governments, in particular, should work in concert. • That sustainable household water supply must become a reality for every South African family, even though this is a local competency, government at higher levels must budget more efficiently. • That national government must set standards for the treatment of water for human use and enforce these stringently. • The development of irrigation schemes has been neglected. • The catchment area research and large-scale infrastructure development in Kwa-Zulu Natal and the Eastern Cape must be commenced with as a matter of urgency. Currently vast quantities of water flow through the rivers of these regions, without being properly applied for agricultural or human needs. In the end environmental management and practice should contribute to sustainable socio-economic development in South Africa, leading to a better quality of life for all. The utilisation of resources should happen in a balanced manner to promote this continued growth. The involvement of all role players in the making and implementations of all environmental legislation and regulations should be at the top of government’s agendas

Dear Mr Maimane NELSON MANDELA BAY COALITION: MISTAKES WERE MADE REGARDING THE MANNER IN WHICH THE SPEAKER OF COUNCIL CONDUCTED THE NMBMM COUNCIL MEETING OF 24 AUGUST 2017 1. I refer to matter of the Nelson Mandela Bay Metropolitan Municipality (NMBMM) Council meeting of 24 August 2017 at which a motion of no confidence was instituted by the Patriotic Alliance (PA), against our Deputy Executive Mayor, Cllr Mongameli Bobani. 2. The United Democratic Movement’s (UDM) lawyers have secured the closed-circuit television recording (available at https://drive.google.com/file/d/0Bzwt1-3KK09fRElhN0kzblVtT2s/view?usp=drive_web) of the aforementioned meeting from the Municipality. 3. I now wish to draw your attention to the meeting we had on 17 September 2017 when we talked about the state of the coalition. During our conversation, you conceded that the Democratic Alliance (DA) had made mistakes in dealing with the coalition partners and you had committed to set right such mistakes. 4. After having watched the recording today, I wonder if, when you referred to mistakes the DA had made, did you include the way the DA had handled the ousting of Cllr Bobani? 5. The UDM would like to understand how the Speaker of Council (as seen in the recording), in the very first instance only allowed one person of each political party to speak on the item and then ignored speaker, after speaker, who protested this decision. The DA professes to be proponents of democracy, but we fail to understand how, what happened on that fateful day, could be considered democracy. 6. When a councillor asked that the proposer of the motion, Cllr Marlon Daniels of the PA, explain what he meant by Cllr Bobani’s “erratic behaviour”, he never did. It appears as if this matter was just steamrolled through Council to suit a hidden agenda. We now know what that agenda had been, after we heard why the PA withdrew from your separate and bilateral “coalition agreement”. 7. Sir, do you consider the handling of the Council meeting as one of the mistakes the DA had made? Are you prepared to rectify this mistake by immediately reinstating Cllr Bobani as Deputy Executive Mayor? AG’s findings on local government audit remains cause for concern

Regarding the Auditor-general’s latest report on the local government audit, the United Democratic Movement (UDM) notes that there were only marginal improvements in local government audit results. We are however concerned that 14 municipalities lost their clean audit status, while only 9 cleaned up their acts. It simply means that good governance at local level, and effective municipal management, is moving in the wrong direction. It is heartening that the Auditor-general’s office, as a Chapter 9 institution, seems to be doing its job without fear or favour and does not shy away from fulfilling its Constitutional mandate. Statement issued by Mr Bongani Msomi – UDM Secretary General The UDM is on record regarding Government’s over-reliance on consultants and it is discouraging to hear that consultancy fees for financial reporting services increased to R838 million. The greatest worrying factors are that: 1)      Municipalities spend more than they have, their current liabilities exceed current assets at year-end, debtors are not paying or delay payment, as well as late payment of creditors. 2)      There has been no improvement on the perennial concerns of the Auditor-general about contracts awarded to employees, councillors, their families and other state officials. 3)      Even though fruitless and wasteful expenditure is down 21%, irregular expenditure has increased by just over 50%, which the Auditor-general said was “the highest since we started tracking the values”. Given the yearly damning observations, the UDM doubts if councils and municipal administrations take the Auditor-general seriously. The Auditor-general is simply ignored and the powers-that-be go about their merry ways without caring about the implications of their looting of State coffers and failing management. There are no repercussions for failing municipal administrations, and the UDM believes it might be necessary to have an Auditor-general with teeth. The UDM also notes an interesting trend regarding fruitless, wasteful and irregular expenditure by the Government; in particular at local sphere. This trend is mostly expressed during a year of general elections (national, provincial and local) as well as in a year of the conferences of the African National Congress (ANC) and its Alliance Partners. This trend is manifested in this year’s report, with the year preceding being Municipal Elections. We will not be surprised to notice a spike in expenses when, this time next year, another report is issued after the conferences of the ANC and its Alliance partners. The UDM will consider investigating this trend to establish whether public monies are not being used to fund internal political party programmes. If this is the case, it will be proof of yet another thievery. It is easy to look at the figures presented by the Auditor-general as list of amounts, but one must never forget that there are billions of Rands involved each year, which should be spent on bettering the lives of South Africans and not lining the pockets of the few.
