The United Democratic Movement (UDM) wishes to thank South Africans who took part in the 2019 national and provincial elections and in particular those who voted for the UDM and placed their trust in us. We are surprised and disappointed at the UDM’s performance and we will have to go back to the drawing board to determine where we went wrong, with our eyes firmly on an improved result in the 2021 and 2024 elections. We have noticed the lower percentage of voter turnout and the effect that it might have had on the election results. The UDM definitely takes issue with the Independent Electoral Commission’s (IEC) handling of these elections. There were far too many big mistakes on their side that negatively impacted on whether this election was indeed free and fair. In particular, the Commission’s handling of the complaints will be the final test that will make or break the IEC’s reputation and credibility. Although many will indeed be disappointed with their results, we congratulate our colleagues in other parties who have improved on their past performance. Our final thanks go out to the UDM’s activists on the ground who had worked themselves to a standstill. We appreciate your tireless contribution to our campaigns. Introduction A big thank you goes out to the United Democratic Movement (UDM) leaders and activists who have worked tirelessly in our campaigns over the past few months. The UDM does not have the luxury of spending millions of rands on our electioneering. But, we managed to stage a successful campaign with the flighting of billboards, putting up posters, handing out flyers and talking to the voters during our door-to-door canvassing. We also achieved our goal of successfully launching our manifesto in Port Elizabeth with thousands of South Africans in attendance. We can proudly say that we have worked as hard as we possibly can; and hold our heads up high. What we did not have access to is the constant media coverage that two political parties have enjoyed. We do however thank some media houses who covered us during this period. The Independent Communications Authority of South Africa (ICASA) and the Independent Electoral Commission (IEC) have a responsibility to promote multi-party democracy and to ensure that news providers comport themselves in an ethical and unbiased manner. By not fulfilling their mandates and not enforcing the rules and regulations, these bodies have failed to ensure fair coverage of all political parties in these elections. 2. Another five years of corruption The bulk of the millions of registered voters will cast their votes on Wednesday. They will be cognisant of South Africa’s faltering economy that has produced jobless growth, and the situation has been compounded by corruption and maladministration – especially over the past ten or eleven years. It’s up to the voter to assess the status quo and decide what kind of leadership they want for the future. The commissions of inquiry, especially the Zondo commission, have unmasked a common denominator in the years of nauseating corruption and lies we hear about these days. We have heard how Bosasa and the Guptas have bankrolled the African National Congress (ANC). We erroneously thought that the former president and some of his cabinet ministers were the sole perpetrators of corruption. However, the revelations at the Zondo Commission tells another deeply distressing story. We now realise how Bosasa bought the top echelons of the ruling party. You will recall that the UDM, together with other opposition parties, have sought the constitutional court’s intervention on several occasions in an effort to fight the ruling parties’ looting and misrule over the past nine years. Had it not been for the opposition, there would not have been any change in government’s leadership. It is time for the voters to recognise the contribution we made to root out corruption. Voters must realise that the ruling party’s so-called, self-correcting nature, is a myth. The question voters must now ask themselves is this: “Do we want another five years of corrupt ANC rule?”. Should they get a simple majority, we are definitely in for more of the same. We will have the same corrupt individuals at the helm, and South Africa simply cannot survive under these conditions. We have seen first-hand how they operate. We know that the comrades in corruption see nothing wrong with their misdeeds and don’t care that our people are paying the price. What is worse is that they are not even ashamed of their blatant lies. We know that state institutions have become the private banks of the ruling elite. We, for example, know how the Public Investment Corporation wrote off billions of the Government Employees Pension Fund (GEPF) monies. We now know how a choice group of people, built empires using pensioners’ monies, making investments that has yielded no results and risked hundreds of thousands of pensioners nest eggs. The civil service wage bill remains cause for concern. This burden on government’s resources, is exacerbated, because of the overreliance on consultants. Civil servants, simply cannot do the jobs they are appointed to do. The side-effect of this system is that big business has ingratiated itself with the ruling party as they line up for lucrative government tenders; and they do this without investing that money to create more jobs. The greedy will continue to milk the system ignoring the fact that Jacob Zuma was not alone in his corrupt activities. It is not in their best interest to support other political parties. It would rather suit big business to, notwithstanding the ruling party’s gross failures, support Cyril Ramaphosa as if he is an individual free of political ties. What nonsense is this? People should not be surprised when they see this narrative repeated if the status quo remains. How much more proof does the voting public need to say no to another five years of ANC rule? 3. One party dominance One-party dominance breeds corruption. Multi-party democracy ensures that we have a government system that has the checks and balances built in. We have to fight for this system. The simple truth be told, should the current ruling party get a simple majority: • Looting of state resources will not end; • Instead of growing a bigger economic cake, economic depression will continue; • Dreadful joblessness will endure; • Our clinics will still not be equipped to take care of our people’s health needs; • Our education system will remain in tatters; • Our roads and infrastructure will further deteriorate; • The tolerance for crime and lawlessness will continue; • Environmental problems such as poor waste management will continue to plague informal settlements and townships; • Societal ills, such as alcohol and drug abuse, will never be rooted out; • We will still have elite projects, like the eToll system, impacting on businesses and workers, and; • We will still have a government of no consequences. After a twenty-five-year track-record, the ANC still has the temerity to campaign on the anti-corruption ticket. Given its reputation, why would the voting public give them another chance? 4. Free and fair elections South Africans demand free and fair elections. The world has their eyes on us. Investors are holding money at bay to see what happens. We have heard scary stories of how elections in other countries were rigged through the sophisticated hacking of results. We hope that the IT companies the IEC has appointed will not fall into this trap. If such a thing should happen, the IEC’s independence will mean nothing and our elections would hold no value. We also call on our colleagues in other political parties to watch the IEC like hawks. Our voting agents should make arrangements to rotate so that we can always have fresh eyes on the voting processes. We must be especially vigilant when it comes to the marking of the voters roll, to ensure that crooks don’t cast more than one vote. 5. What are the first things the new government should attend to? Priority number one for a new government should entail a broad approach, with the public and private sectors included, to create sustainable jobs. The role of government should be ironed out. It’s of no use to rattle off numbers, saying that so many millions of jobs will be created, whilst we see people being retrenched. Once this exercise is completed, we can say how many jobs will be created where e.g. in the agriculture and the textile industries. We need to stop the mass dumping of goods in South Africa from countries like China, Brazil and India, whilst we should be creating local jobs. The time for folding our arms is over and government has a responsibility to intervene to stop unfair competition with other countries who heavily subsidise their industries. 6. Closing The UDM’s message to the voting public is to apply your minds and vote wisely. Consider what we have said today when you make your cross on the 8th. For a corruption-free government, vote UDM! Thank you
Statement by Ms Thandi Nontenja, UDM President The United Democratic Movement (UDM) is shocked and offended by eNCA’s style of running its programming in the run-up to the 8th of May elections. We were invited to a party panel discussion to unpack our manifesto, on the 2nd of May, just to be unceremoniously disinvited, because only the “three big parties” will be given an opportunity to participate. The political playing field is level at this point in time, there cannot be so-called big or small political parties as we are all competing as equals in this election race. Also, an anonymous source informed us that the producer of the show had been removed and that the new producer is a Democratic Alliance sympathiser. Is eNCA slip showing? We believe that eNCA is a biased broadcaster that is not serious about promoting multi-party democracy in South Africa. The United Democratic Movement (UDM) in KwaZulu-Natal (KZN), expresses concern and disgust at the provocation by some counter-revolutionary elements of society, who only target and remove UDM posters. This has been happening in Mangosuthu Highway in Umlazi, in the Durban city centre and in other areas in the province. It seems that our presence and the people’s overwhelming welcoming of the UDM across the province, sent an unexpected shock to some parties, which gives them shivers down the spine. The UDM won’t be deterred as a resolute force to outroot thievery and corruption in both local and provincial governments. Introduction Greetings to you all and thank you for welcoming the United Democratic Movement (UDM) into your midst with such open arms. We have been here many times after that fateful day on 16 August 2012. We still mourn the loss of life and pray that those who paid with their lives rest in peace. This incident has left an indelible mark on the psyche of this community, especially on the families who were left behind. Since then, promises had been made to help the victims and also to improve the living conditions of the community at large. Nothing has happened, especially here in Marikana where the dust and tin shacks sketch a bleak image of the human suffering in this area. 2. Consequences for the Marikana Massacre To this day, there has been no consequences for those who broke the law when the Marikana Massacre happened. This file will never be closed until this happens and a new government must look into this as soon as possible. However, now that we have a new boss at the National Prosecuting Authority (NPA), Advocate Shamila Batohi can let this community know how far the NPA is in making its decision to prosecute or not, and if not, why. 3. A failing government system The UDM has been moving around, doing our work, and we have heard your complaints around having access to the most basic of services. Water, electricity, decent housing, medical health care, and so the list goes on. This shows a failing government system that does not have its priorities straight. It shows a government that is run by a party that appears to have their knives out for this community. 4. Strife in the tri-partite alliance There is much irony in the strife that we witness within the tri-partite alliance. We all know that the Congress of South African Trade Unions (Cosatu) vigorously differs from the economic policies that their partners ratify at African National Congress conferences. It is a mindboggling situation. It simply makes no sense for these people to still be married to each other. Unless, those in cushy positions of power prefers the status quo to remain at the expense of the working class and the unemployed. Investors see that this cart is being pulled by horses going in different directions and they hold their investments at bay. 5. The UDM’s outlook on the role of unions The UDM understands the role unions must play in mining communities such as yours. A UDM government will work with all unions. We are adamant that services and wealth should not be withheld, just because a union chooses to side with hardworking men and women, and not with a particular political party. 6. Restructuring Nedlac There is a generalised political challenge within the ruling party and the tripartite alliance. This shows most clearly in the work supposedly being done in the National Economic Development and Labour Council (Nedlac). This structure has four very weak legs upon which it stands: 1. Nedlac’s limited composition i.e. only government, business and some labour formations, 2. The very labour formations who participate in this forum are in bed with the ANC, 3. Business will forever remain cagey and suspicious of their colleagues in the unions, because of this lack of arm’s length and 4. It not only discriminates against and disenfranchises other unions, it also does not have the benefit of other voices such as the unemployed (who most desperately need our economy to work) and other political parties (who represent other interest groups). A UDM government will make it a point to make the necessary changes to address Nedlac’s weaknesses. 7. The ongoing strike at Sibanye-Stillwater and allegations of corruption The Association of Mineworkers and Construction Union (AMCU) members has for some time been on strike and it is way overdue for government to come to the party to help resolve the impasse. The UDM calls on government leaders to drop their pettiness and partiality, and get all stakeholders to sit down around a table to find solutions so that the strike will no longer be necessary. Another point I wish to raise is that many retired mineworkers are left out in the cold, literally and figuratively, because retirement contributions and Unemployment Insurance Fund payments, that were deducted from their salaries, have vanished into thin air. The UDM advises Amcu and other unions to appeal to, either the Mpati or the Zondo Commissions, to extend their inquiries into where mineworkers’ monies have gone. These commissions of inquiry have the necessary tools to summon anyone, or any company, to come and account for their alleged misdeeds. 8. Foreign direct investment As you are well aware, both President Ramaphosa and Mineral Resources Minister Mantashe comes from a mining background. Instead of doing something about the circumstances of mineworkers, they have succumbed to the influence of their BEE partners. When they go out to seek direct investment, and they manage to rustle up a few foreign investors, the ANC foists BEE companies on them. And, instead of some of those companies bringing in more money into South Africa, they seek loans from the Industrial Development Corporation (IDC) and the Public Investment Corporation. We have, for example, seen this happen when the Guptas approached the IDC for a R250-million loan to buy their nonprofitable Shiva Uranium mine This is pure nonsense! 9. The SA tax system South Africa has a tax system that is skewed in favour of the rich and the corporate sector. For example, in South Africa today, private individuals carry the heaviest tax burden. According to the 2019/20 Budget, personal income tax will contribute R552.9 billion to the fiscus in 2019/20, value added tax will contribute R360.5 billion, while Corporate Income Tax will contribute a paltry R229.6 billion for the same period. A UDM government will change this tax system that favours the rich and the corporate sectors at the expense of the poor. We will increase the Corporate Income Tax rate from the current 28% to 31%, which will give us the resources we require for the service delivery needs of our people. Some will argue that increasing the corporate income tax rate will chase investors away. I put it to you that keeping it at 28% has not served as an incentive for foreign direct investment either. Instead, it has resulted in the corporate sector using sophisticated tax avoidance schemes to reduce their tax contribution to the fiscus even more. A UDM government will tighten laws on tax avoidance. To make matters worse, when one takes into account the fact that VAT contributes more to the fiscus than Corporate Income Tax, it is clear that the ANC government balances its budget on the backs of the poor. A UDM government will reduce VAT back to 14% and consider reducing it further in future to protect the poor. 10. What are you to do to change the status quo? Maybe this community is being punished because of their independence from the establishment. Maybe it’s mere vindictiveness of the local tri-partite mafia that’s relegating you to the lowest of the low. You must be strong and refuse to be terrorised into subjugation and realise that your power lies in your ability to vote this mafia out of office on the 8th of May. Thank you

We have, in the past, said much about the selection of these IT companies, their vetting and the security of the entire system, especially where it pertains to the capturing of results. As we stand at the door of these eminent elections, those grave concerns resurface. We would like to establish the following: 1. Has only one IT company been appointed through a tendering process? If so, can the IEC share this information (including its name) and confirm that it has been vetted and cleared? 2. If not, how many IT companies have been appointed through a tendering process; can the IEC share this information (including their names) and tell us whether they have been vetted and cleared? 3. At which stages and levels, of the process of the capturing of results, are each of these companies involved? Mr VG Mashinini Chairperson of the Electoral Commission P/Bag X112 Centurion 0046 Dear Sir LODGING OF COMPLAINT: ALLEGED ATTACK ON UDM MEMBERS BY PERSONS DRESSED IN ANC REGALIA Earlier this week, United Democratic Movement (UDM) members were campaigning in Ward 7, Khaleni Administrative Area, in the Mbizana Local Municipality (Eastern Cape). Four of our members were allegedly assaulted by persons wearing African National Congress regalia. One of our members was admitted to hospital with injuries sustained in the attack. One of the alleged assailants is known to our members and a case has been opened with the police. We understand that two suspects have been arrested for common assault in the meantime. It is ironic that political parties have just yesterday signed the Independent Electoral Commission’s (IEC) Code of Conduct, and the Code has, allegedly, already been infringed upon by the aforementioned party. The UDM condemns political intolerance and violence in the strongest terms and we call on the IEC to play its role in taking action in terms of its powers to enforce the Code of Conduct. We will not accept another scenario where we, as in the past, lodged complaints with the IEC and, in our opinion, nothing was done. We look forward to your response. The United Democratic Movement (UDM) noted President Cyril Ramaphosa’s announcement that government will start a massive clean-up campaign to get rid of the litter and waste that lay by our road-sides and fouls our communities. We welcome this move, as it is in line with the UDM’s environmental policy and this year’s election manifesto. Every city, town, suburb, township, informal settlement and rural areas are filthy and is in desperate need of intervention. Many places have over the years turned into slums, because of the non-existing waste management. We are happy that he joins the coalition government in the City of Johannesburg, under the leadership of Executive Mayor Herman Mashaba, in the clean-up programme that it has started on a city-wide scale. It is good that Citizen Number One has committed himself to lead this campaign. Government must play its role to ensure that there are adequate dumping sites, skips, and trash cans, which are easily accessible. Industries and big business should be severely punished for not adhering to laws and regulations, but this means that government at all levels must enforce these laws and regulations. A green and healthy culture should be inculcated in our communities. Our people need to understand the health risks that come with dirty and waste ridden streets. The culture of not littering starts at home and the drivers of cars, taxis and buses, etc. should hold themselves responsible to ensure that their passengers don’t throw garbage out of their windows. Property owners in our CBDs should take responsibility for cleaning their immediate surroundings. As the UDM enters its third decade as a party, our message is clear: we are ready to lead and, we are ready to govern! Our manifesto is available for all to read, but I want to highlight a number of salient points. This election is all about trust. We have a president who pleads with you to trust him; and this despite his party. Why? Because he knows that his party – the ANC – is not worthy of your trust. We all know what damage it has done, be it to our economy, our safety, our education and health systems, and so the list goes on. How can it be trusted when it stood meekly by, as Jacob Zuma and his cronies looted the state and stole your hard-earned taxes and deprived you of economic opportunity. We now know the cost of state capture. Billions of Rand have been stolen and many state institutions and agencies have been weakened. As a direct result of state capture, for example, PRASA has been disabled. What that means, is that the railway system is disrupted. Notwithstanding the fact that billions of rands of tax-payers’ hard-earned cash are used to rescue the ailing railway system. In practical terms it is even harder for those people who are lucky enough to have jobs to get to work on time. To cite another example, Eskom also is a victim of state capture. As we speak, we are unsure whether this rally will complete its business. There is the likelihood of being visited by an uninvited guest, who brought darkness: load shedding. Small businesses, which are the backbone of our economy, are most affected and cannot run their enterprises, because of this uncertainty. This situation is diametrically opposed to what the ruling party has been telling South Africans. We were told that the change of leadership will bring efficiency. We were told that load shedding is a thing of the past and that the future is bright. Like PRASA, Eskom is no longer able to perform the public service it should. Eskom comes up with a new excuse from the already used ones, such as the shortage diesel and coal. Now we are told that the Hitachi and Chancellor House project i.e. the Medupi and Kusile power stations, which they built, are the reasons for this load shedding. As we all know, Chancellor House is the ANC’s front company and it is therefore prudent that the ruling party must take full responsibility for plunging South Africa into darkness. We all suffer as a result. This kind of institutionalised corruption must be exposed for what it is, without fear nor favour. So, I ask you: how can South Africans trust the ANC? The reason we now know more details about state capture, thus far, is because of the revelations at the Zondo Commission of Inquiry. The Zondo commission exists, because the Public Protector recommended that it be appointed; and the courts agreed. The rule of law prevailed, despite the onslaught of Zuma and his party. We went to the Constitutional Court with three other opposition parties and succeeded in having the Public Protector’s State Capture report published. We can be proud of the role we played in protecting the rule of law. The UDM’s track record speaks for itself, to mention but a few: • No-one will question that the UDM has consistently batted on the wicket of anti-corruption and the promotion of the ethics of good governance. We have always called a spade a spade, to the annoyance of many. • We fought the immoral floor-crossing legislation and were vindicated when it was eventually removed from the country’s statute books. • The UDM took the matter of the irregular lease agreement of the Independent Electoral Commission’s offices to the Public Protector, after which Advocate Tlakula was forced to resign. • Post 2016 Local Government Elections, the UDM was the catalyst in establishing coalition governments in several metropolitan municipalities. • We coordinated the biggest march to the Union Buildings, which called for the former president to vacate his office. • The UDM was at the lead when some opposition parties took the matter of the secret ballot on the no-confidence motion in the former president to the constitutional court. We succeeded in forcing the speaker of the national assembly to pronounce on how the balloting would take place. • Since 1999, the UDM has steadily campaigned to have party funding legislation put in place, which has recently been signed into law. • Most recently, the UDM exposed alleged corruption at the Public Investment Corporation amounting to billions of Rands. We called for the chief executive officer to pack his bags and leave, which has happened. We have further asked the president to institute a commission of inquiry, which he has done. • Various communities will attest to the fact that the UDM has intervened on their behalf to have government, at municipal, provincial and national levels, attend to their service delivery complaints. This has been our mission since the Mandela, the Mbeki, the Zuma and now the Ramaphosa administrations. • We have further written numerous letters to government to intervene in the malfunctioning SETAs, on behalf of the employees and needy pupils who are affected by the SETA’s inefficiency and corruption. This is part of our proud track-record of more than the twenty years – that we are a party stands up for what is right and is not afraid to speak the truth to power! We have defended the constitution and we will continue to do so. President Ramaphosa may be a decent man, but he is just one man. It is said that people must vote for the ANC in order to allow President Ramaphosa to continue in office. But there is no guarantee that the ANC will allow him to do so. There is nothing to stop the ANC from deciding to remove Ramaphosa just as they recalled Thabo Mbeki and replaced him with a person facing over 800 criminal charges. Today we hear noises from the ANC that the past nine years have been disastrous under the Zuma administration. Yet the current crew was the very one who said that he did nothing wrong. They even invented a slogan that read: “We have a good story to tell”. I ask the question again: CAN WE TRUST THEM, given that the same organisation was at pains to defend Zuma and was hellbent on discrediting the Public Protector and the judiciary. Had it not been for the insistence of opposition parties and some civil society organisations, Cyril Ramaphosa would not have occupied an office at the Union Buildings. We should not be lulled into thinking that the leopard has changed its spots. To prove that, it is the same organisation who has asked Zuma to campaign for them and thus continue to undermine the rule of law. The voters of this country will not have their intelligence insulted and take a risk to trust them again. They realise that the ANC is a damaged organisation riddled with deadly division, dangerously unstable, and unfit to lead our great country. That is why the president did not even mention his party once during the State of the Nation Address. Not once! He knows that the ANC is a liability. He wants to draw the spotlight of the election on him. But our electoral system means that you can’t have Ramaphosa without the ANC! Which makes the UDM’s suggestion that the president of the country should be directly elected by voters, as in other democracies. And so, my message is this: South Africa is not the ANC. And these days, nor can it be said that the ANC is South Africa. It has lost touch with ordinary South Africans. It has lost its moral compass. It has betrayed its history. It has betrayed South Africa. The misuse of resources permeates both the public and private sectors. Where government is concerned, this mismanagement pervades all three tiers of government. When the UDM comes to power, one of the first things we shall invest in is professionalizing the civil service in order to deliver quality services. The appointment of DGs will be the sole responsibility of the department of public services in consultation with the presidency to avoid the current situation where ministers appoint their friends and thus perpetuates corruption. Another area in which we will invest, is the training of the personnel of the bodies responsible for our safety and security i.e. the police, intelligence and military. Their state of readiness must always be guaranteed so that they may execute their mandate. The people of this country deserve better and they yearn for a better alternative. They deserve a party that will put them first. Allow me to talk about the economic needs of South Africa. South Africa has fast diminishing hopes of being able to respond to the triple threat of acute poverty, ever-rising unemployment and deepening inequality. The UDM’s manifesto puts the economic needs of people at the centre of its plan for government. South Africa needs an inspiring and shared economic vision of where we are going in the next ten to twenty years. Looking back, the Codesa negotiations only focused on political freedom and consequently economic policy formulation has been left to individual ministers to the detriment of the development of a comprehensive and coherent economic plan. This approach to policy formulation is not sustainable, because as soon as changes occur in government, a new administration tends to disown previously adopted policies. Yet, the same political party has sponsored those ever-changing policies. To compound matters, the tri-partite alliance’s differing stances on the economy further confuses policies with the National Development Plan being the white elephant in the room. Although we do not out of hand discard the current administration’s economic summits, the UDM strongly believes that a similar exercise as the Codesa talks needs to take place, but this time in the form of an Economic Indaba. This forum should gather to address the backlogs and imbalances of the past, and examine international precedents such as the European Recovery Programme of 1948, also known as the “Marshall Plan”. Closer to home, the Afrikaner government was deliberate in using state resources to successfully address Afrikaner poverty. Piecemeal conferences and summits will not do the job; it needs a concerted effort with all stakeholders gathered under one roof to hammer out South Africa’s macro-economic policy. Even the governing tri-partite alliance have differed fundamentally from each other. These differences have raised tensions at Nedlac level. This is one institution that needs to be completely overhauled, given that there are new strong unions in this country such as SAFTU. South Africa’s economic growth could be realised if we all work together and communicate one message to would-be investors, both local and abroad. Health care The quality of healthcare infrastructure and maintenance are often below standard. Hygiene at many clinics is at unacceptable levels and must be addressed immediately. It remains a sad fact that many South Africans must travel huge distances to the nearest clinic or hospital. Therefore, health infrastructure and services need to be provided closer to the poor. A UDM government will commit itself to healthcare that is linked to other social cluster portfolios, recognising the role of social welfare, water and sanitation, basic life skills and awareness to improve the basic health of the nation. Education One of the UDM’s main priorities is to invest resources in schools, where it is sorely needed. We can never advance as a nation if we do not educate our young. It is the most serious structural constraint that the economy faces. Hence, a UDM government will prioritise the building, fixing and upgrading of school infrastructure. A UDM government will also make additional funding available to ensure that every school has the required learning materials and resources, and ensure that it is delivered on time. There are major discrepancies at state schools when one talks resource spending and infrastructure. Some have the necessary tools to fulfil their obligations to our children and others lack even the bare necessities. President Ramaphosa announced that advanced technology would be used to enhance teaching, but one cannot imagine a situation where a child works with a tablet at a mud school, who has no electricity to even charge the battery. We will establish a permanent commission on education whose primary responsibilities will be to establish and build upon basic educational policy pillars as well as ensuring that there is stability in the curriculum to give our learners the best opportunity to succeed in their studies. The UDM will reopen teacher training colleges and impose national standards for teachers and ensure that they have the necessary resources to provide the highest level of professionalism possible. School inspectors will be brought back to deal with erratic attendance by pupils, teacher laziness and to ensure that the administrative tasks are attended to. Safety and security The safety and security of our country and her people leave much to be desired. The criminal justice system has collapsed. When we hear about the information revealed in, for instance, the Zondo commission, one wonders if our security bodies are fast asleep as this happened under their watch. Under a UDM government, it will take steps to professionalise the criminal justice system. We will also lobby SADC countries to seriously consider establishing an apparatus to respond to cross-border-crime and terrorism, as well as the gathering of intelligence. Public transport There is an over-reliance, coupled with lack of maintenance of our road infrastructure, which has led to its rapid decay. A UDM government will return the units which used to maintain our roads, and not solely to rely on the current tender system that poorly pays EWP employees. A UDM government will further explore the possibility of having an intercity highspeed rail put in place, which could present the nation with the following advantages: a) The reduction of accidents and fatalities on our roads. b) Greater access to specialised services, e.g. courts, legislatures, hospitals and healthcare specialists, universities, etc. c) Roads that are taxed less by heavy vehicles that damage road surfaces which in turn cost a lot of money to maintain. d) The reduced dependence on road transport will have the spin-off of speeding up our economy. Such a profound transformation of our public transport system would be possible via the refurbishment and adaptation of existing railway lines and building additional capacity where needed. Specific UDM proposals Our manifesto is comprehensive and covers other areas that are important for a dignified and prosperous life, but I want to focus on a few areas where we offer distinctive approaches: Job creation The unemployment crisis in South Africa has many causes that underscore the need for a comprehensive strategy. As one solution, a UDM government will launch a massive initiative focussing on job creation through infrastructure maintenance and development. There is a big chunk of unskilled labour which could be absorbed in working in such programmes. They could, for instance, work on the upkeep of government buildings, construction and maintenance of dams and cleaning silted rivers. They could also be tasked to play a meaningful role in restoring eco-systems and biodiversity by fencing off land for agrarian and grazing purposes. Others could be skilled to take care of waste management. The UDM also believes that, for the development of the South African and African economies, it makes sense to gradually cease the mass export of raw materials so that jobs are created locally through homegrown processing and manufacturing. There must be a paradigm shift in the way that we think of job creation and focus on the empowerment of our youth to be wealth creators, future employers, manufacturers and business owners. In order to achieve this, the UDM will do the following: • Establish a distinct national fund, to assist frustrated entrepreneurs in getting the basic tools to start their businesses. • Invest in sector-based planning and implementation, including the creation of sector-specific banks to provide financial assistance to historically disadvantaged groups and individuals. Such sector banks could assist the youth to start their own business in, for instance, the textile, IT, tourism, hospitality, agriculture industries. Billions of rands are wasted on SETAs, whilst they could be transformed into such sector banks. • Remove the bottlenecks on the registration of companies by introducing an online application system to expedite registration. • Identify markets for small firms through promoting domestic and foreign connections to adequately address both supply and demand. • Embark on massive training programme of entrepreneurs to build and manage their companies. • Identify loan and capital sources, as well as facilitating loans and investments in community businesses. • Devote more resources to promote “buying South African” as a tool to stimulate local wealth generation and job creation. Land economy We support land reform and land redistribution – it is vital for our agrarian and rural economies, but also vital for restoring the dignity of our people, recognising the injustices of the past. But the issue is complex and must be understood as such: there are no easy answers and we must work to find consensus on a solution to benefit the landless. So, we need to build a strong, resilient consensus about how to tackle it. In the proposed amendment of the constitution, government could be empowered so that it may expropriate land without compensation, but subject to the development of comprehensive legislation. Such legislation must answer the following: • Who exactly (individuals, companies and/or government) will be affected and how? • How does food security and economic stability impact implementation i.e. does it prevent expropriation in specific circumstances, and what those would be? • How will government handle rapid urbanisation and an ever-increasing need to make land available in cities which denudes rural communities and local economies? • How will traditional leaders and rural communities be affected? • How will entities such as traditional trusts be impacted? • What will be the effect on the land tenure system particularly in rural areas? • What would the position be on the sale of, in main, urban land to foreigners? • How will the issuing of title deeds be sped up so that entrepreneurs may use them as collateral to secure capital for start-ups? Sustainable development: the environment Protecting the environment and our national resources are often placed on the backburner since the consequences of abuse are not immediately appreciable. People find an issue such as the depletion of the ozone layer an abstract concept that does not directly affect them. Many South Africans do not concern themselves with the environment, because of the notion that “it’s someone else’s problem” and therefore do not take responsibility for their own actions. Climate change got just one meagre line in President Ramaphosa’s recent State of the Nation Address. That is a serious abrogation of responsibility. A UDM government will not make this mistake. It will take responsibility. It will join the dots between climate change and environmental degradation to poverty and human development and economic policy. For development, to be both just and sustainable, it must recognise the inter-connectedness of the environmental, social and economic dimension of the crisis we face. High levels of poverty contribute to the damage of our environment. For example, the need to stay warm in the winter is a primary goal for rural and township communities, whilst the negative impact of wood collection on the environment may not be understood. A UDM government will implement a “Marshall Plan” to save our natural heritage that shall identify, build and reward individuals, institutions and community-based organisations to rescue and conserve our environment. We will introduce “green battalions” to counter, amongst others, soil erosion, over-grazing, deforestation and to also protect biodiversity, especially in rural South Africa. This country has failed dismally to manage waste. It is worse in the townships, informal settlements, towns and rural areas. South Africa is a tourism mecca in her own right, and something must be done to address waste management. Under a UDM government, conservation and socio-economic development shall be linked by allowing communities to have sustainable access to the life-supporting and income-earning potential of nature reserves and conservation areas. The UDM believes that, through the implementation of bio-diversity programmes thousands of jobs can be created, because we believe that it is possible to generate jobs and business opportunities whilst being environmentally responsible. We will implement tax incentives to encourage the private sector to invest in the development of technologies for conservation and sustainable use of bio-diversity programmes. This sets us apart from all the other political parties in South Africa. We offer a realistic as well as visionary alternative approach to our sustainable development challenge. Hence, a UDM government will also roll out an information campaign to teach the uninformed of the impacts of their actions on the environment and why it matters to their future prosperity as individuals and as communities. What is noticeable in all the towns and cities is that you hardly see trucks collecting garbage, and residents just find an empty space to dump their waste. A UDM government will embark on a country-wide clean-up campaign. We will provide the necessary tools to keep our country clean and, in the process, create jobs, as well as opportunities for small businesses to flourish. We will consolidate the massive number of environmental laws and regulations into one concise and effective law. Once in power, a UDM government will be active in the enforcement of environmental law with individuals or organisations that contravene it to suffer severe penalties. Budgets should be adjusted to make waste management a primary goal. The UDM’s position on coalition government I also want to touch on the issue of possible coalition governments after this year’s elections. If it should deliver no outright winner, as forecast by political analysts, the question of coalitions arises. In this regard, the UDM is of the view that any coalition government should be regulated so that the principle of serving the people is not suppressed by wanton political intimidation and playing the numbers-game that typifies the present local government dispensation. Hence it is important that coalition partners iron out their relationships directly after elections and publish their compacts so that voters clearly understand how that coalition will work and to have a set of standards to measure any coalition government’s performance. Role of faith-based organisations Religious values and practices are deeply entwined in the fabric of our daily lives, which means that faith-based organisations play a very important role in providing moral leadership and guidance. We, as a nation, have lost our moral compass as is evidenced by the crime and corruption that have become a permanent feature of our lives. During the apartheid years, the work of faith-based organisations formed a vital part of overthrowing that discriminatory regime. It could however be argued that, in the South Africa of today, they play a less critical part in leading our people on the path of decency, honesty and goodness. The UDM therefore calls on all faith-based organisations to again be the voice of reason for a nation in moral dire straits. Closure It is not rocket science to see that the gap between the haves and the have-nots is rapidly widening. As South Africans we need to address the backlogs and imbalances of the past. Our policies must be in line with our constitution which seeks to improve the quality of life for all South Africans. Once this has happened the gap between black and white. This is the consistent, principled approach to politics and policy that the UDM offers. We are ready to lead, and we are ready to govern! We offer a political home for all South Africans, united in the spirit of South Africanism by our common passion for our country, mobilising the creative power inherent in our rich diversity, towards our transformation into a prosperous and winning nation. The UDM has demonstrated integrity amongst all our members and leadership. Our three guiding pillars, integrity, dignity and prosperity, feed our minds and our actions as a modern political party that firmly stands against corruption and the exploitation of South Africans; especially the poor who cannot weather the effects of the ruling party’s dishonest, bungling government and don’t care attitude. For the past two decades the UDM has left no stone unturned in our fight to have corruption eradicated wherever we found it. We will continue that fight by ensuring effective procedures and establishing special courts and implemented to investigate and prosecute those in the public and private sector involved in corruption. We will continue that fight. And we will not rest until the dignity of our people is restored and everyone has the opportunity to live a prosperous and flourishing life. Thank you.
Address by Mr BH Holomisa, MP and UDM President regarding an Alternative State of the Nation at the Cape Town Press Club • Chairperson • Ladies and gentlemen 1. Introduction We are grateful to be part of this engagement exploring the very important subject of the true state of the nation. We are just three months away from the 6th democratic elections in South Africa, which means that electioneering has begun and that all political parties are roaming the streets with their manifestos. We invite you to the launch of our manifesto on the 16th of February in Port Elizabeth. You can participate through personal attendance, the mainstream media and social media platforms. It is in this manifesto that the United Democratic Movement (UDM) will address the true state of the nation and project our vision for South Africa’s future. 2. The status quo South Africa has fast diminishing hopes of being able to respond to the triple threat of acute poverty, ever-rising unemployment and inequality. Our massive socio-economic problems remain glaring after 25 years into democracy. Furthermore, the pace at which the governing party is developing South Africa, takes a back seat to corruption. The reality is that South Africa is swamped in corruption scandals that extend its poisonous tentacles in almost all state institutions with little hope that there will be consequences. We are a nation of commissions of inquiry, because the governing party has decided to put itself and its corrupt leaders at the top of government’s agenda rather than serving the people. If my numbers are correct, we are currently dealing with three major judicial commissions (NPA – Mokgoro Commission, PIC – Mpati Commission, State Capture – Zondo Commission) and endless other investigation such as those into VBS, the HAWKS and Eskom. These commissions reveal that governance systems have collapsed due to brazen looting. We have also seen that state intelligence and law enforcement agencies have no absolute commitment to hold those accused of wrong-doing accountable. This is as a result of the governing party’s deployment policy. Instead of owning up and showing respect for the nation, the governing party, led by its president and finance minister, further insult the nation and solely place the blame for South Africa’s mess, squarely in the Zuma court when in fact they were also leaders. They attempt to hide behind any of their own goals by attributing it to the legacy of their former leader. South Africans must remember that the removal, of the African National Congress’ (ANC) sponsored head of state, was an initiative of the opposition parties supported by several civil society organisations. This initiative was fiercely opposed by the ANC on all fronts. Be reminded of his nine lives when he was defended by the ANC in nine votes of no-confidence. Whilst the governing party remain haunted by his presence, who is either a critical element, if not the face of their campaign, we must move forward and move with speed. We have not forgotten that more than 80% of the current ANC leadership was in the national executive and this fact was exposed in the Zondo commission when Ngoako Ramatlodi found it extremely difficult to distance the party from the looting that has robbed the nation of its resources. South Africa’s development trajectory has been significantly reversed by the governing party. We have less of their so-called good stories to tell. Instead, we see a rise of lawlessness, would-be whistle blowers are murdered, mud schools still exist, infrastructure keeps on decaying, the economy is faltering, which all present a loss of hope. 3. The PIC fiasco As if the state capture through the state-owned enterprises and departments was not enough, these looters have made a grand visit to the coffers of the Government Employees Pension Fund (GEPF). When we discovered this plot, we were not sure about its depth and scale. Since we succeeded in calling for a judicial commission of inquiry, we can now characterise the thievery at the PIC as nothing different from the grand capture of state by leaders of the governing party and its travellers in the administration of state institutions. Nepotism and patronage are the most dominant methods of bankrupting the PIC, robbing the pensioners whilst filling the bottomless pockets of the connected few. The UDM, as it promised the nation, shall not rest until those who have stolen from the pensioners face the might of the law. In August 2017, I asked Minister Nene a question in parliament, which dealt with the alleged mismanagement and irregularities at the PIC and the PPC board. To date, this question has not been answered. The current minister of finance must not act like his predecessor, he must show maximum interest in bringing stability to this institution. In this regard, Minister Mboweni must deal decisively with corruption, and start by immediately putting in place a credible board, so that the corrupt legacy left by the former board that resigned last Friday is erased. 4. UDM recommendations If there is going to be any meaningful change and hope, South Africa must go back to basics. 1. Thieves who are mainly in the leadership roles of the ruling party at all levels, must be removed from power come May 2019. 2. Those who are mentioned in all the investigations and are alleged to have been on the wrong side of the law, must be thoroughly investigated and subjected to the full might of the law. 3. South Africa must place active citizenry in the development trajectory of the nation. 4. We cannot be indifferent to the battle to bring back hope to our nation. We must through a range of avenues engage all South Africans all of whom have an interest in clean governance, legality and equitable distribution of resources, as a basis for improving our lives. 5. Lastly, we need a major structural change in the economy of South Africa from a consumption driven, exporting economy to a redistributive economy. We need to intensify the productive nature of our economy and for this, we need to find a new industrialisation of our economic model. 5. Conclusion The UDM is certain that the situation of our nation is far from what we define as a winning nation. We have reversed the hope for a winning nation that we brought by the 1994 break-through. We have collective responsibility to reclaim our freedoms. For this to happen, we must change gear and vote for credible leaders. Thank you

As KZN has the second largest number of voters, this presents the best opportunity for the people of this province to shape their future through participation in the political environment, government and legislative processes. This province accurately reflects the socio-economic challenges our country faces today. On the 18th of January, thousands of unemployed nurses marched to the provincial department of health demanding jobs to fill the 40,000 vacancies in South Africa. To make matters worse, the eThekwini Municipality has fruitlessly and wastefully spent your money to the tune of no less than R29 million. On top of this, the same municipality has failed to take reasonable steps to prevent irregular expenditure that amounted to more than R700 million as the auditor general has found. We welcome you into the fold, and together we must immediately start work towards achieving the following goals: 1. Step-up the ongoing campaign to remove the looters who continue to steal from you through Bosasa, the Guptas, VBS Bank and others to come. 2. We must enter every door in this province and explain to the more than five million voters why they must vote UDM in the next election. 3. We must go out and create hope for the people of KZN and convince them that the UDM is the only party that can uplift them from the misery the governing thieves have dumped them into. 4. On 16 February, you will be in Port Elizabeth with your fellow members to launch the UDM manifesto. This is where we will together present the UDM’s solutions to South African problems. 5. Spread the word of the UDM manifesto and get people to watch the launch on television if they are unable attend. Let us make the 16th of February the UDM’s day for all households to come together and identify with the bright future we promote. The UDM has made a significant contribution in shaping the direction that the country should take, and with you joining these efforts, we can fulfil our dream of a winning nation. With you, we are certain of realising a country that is free from looters, thieves and corruption. You have made the right decision to be associated with a party that our first secretary general, Sifiso Nkabinde, who hailed from this beautiful green province, strongly believed in. This coming weekend, 26 and 27 January, is the last chance for all South Africans who have not yet registered to vote, to do so. The United Democratic Movement (UDM) encourages all South Africans of voting age (18 and older) to register for the upcoming national and provincial elections. We especially urge our young people to take the time to visit voting stations and register. We mostly encourage young people to make sure that they register to vote. This is where they get to voice their anger and frustration through ballot. We are concerned, after the recent data release by SA Citizen Survey, showing that more than 11.2 million citizens are unregistered and out of that 4.5 million are not intending to register. The future of this country is in the hands of our young people. If they decide to stay home instead of making their voice heard by voting, they are still giving back the power to the same leaders who are not doing right. Youth has power of electing whoever they believe will deliver and meet their needs. For those who have registered in the past, take the time to check that your address is on the voters’ role and that you are registered in the right voting district. In 2018 South Africa saw the pressure exerted by opposition parties, over the past three years, culminating in the resignation of a self-serving and negligent president. Our unwavering insistence led to commissions of inquiry being instituted to start rooting out the cancer of institutional corruption in government. Notwithstanding the ruling party’s leadership moving in the right direction, there is an unwillingness to have the perpetrators of corruption arrested. Its so-called self-correcting nature has proven to be a castle in the air. This coming year is therefore an opportunity for voters to consider whether they want to put their trust in a party that places unbridled looting of resources before the people of South Africa. We wish all who live in this country a blessed New Year. Let’s declare 2019 a year of action to fix the problems that embarrassed South Africa and its people in recent years. The United Democratic Movement (UDM), held its National Election Workshop from the 1st to the 2nd of June, at Burgers Park Hotel, in Pretoria. The UDM can now confirm, with confidence, that it is all systems go. 2018. The workshop was attended by the national leadership, the representatives from provinces and regions, the youth, women and young professionals associate structures. President Holomisa said the gathering’s main purpose was to establish a UDM Road Map towards 2019 national and provincial elections, and to retune its Manifesto to effectively address the national current challenges. He said the current state of national affairs require a new thinking. He made it clear that the old thinking of Liberation Movement no longer serves the needs of the majority of South Africans and lamented the loss of vision within the ruling party, which has been captured by the corrupt, and co-opted by the elites. The current change of leadership in the ruling party does not bring anything new, Holomisa said; instead it is a step backward towards the neoliberal narrative that brought us corruption in a large scale. In Orwellian language, it is just a change of characters who stands on the first trough feeding line. The Secretary General of the UDM, Mr Bongani Msomi, presented the state of the party report. He talked with r egards to laws and regulations of IEC, making it clear how the UDM features in the current political landscape. The UDM believes the country is in urgent need of a comprehensive and integrated infrastructure plan, both for social and economic development. The party emphasis is on the maintenance, improvement and sustainability of the existing, whilst new and modern infrastructure is developed. The well-known independent political analyst, Dr Somadoda Fikeni gave a robust and critical evaluation of the balance of political forces in the country. With regard to elections, we took bold resolutions, amongst others, are the following: Reconnect with our communities through a campaign called Community Service – Putting People First. [We are clear that there are still serious service delivery gaps that need to be take up with the government of the say on behalf of the people in particular the vulnerable groups.] Internally, we plan to be ready with the list processes before the end of the current year. All our election machinery shall be in full swing by the end of August. Polish our manifesto and policies on the socio-economic challenges facing our people: rural and the urban infrastructure, implementation weaknesses, job creation, crime, education, health, good governance and anti-corruption.The UDM has been successful in championing current Popular Policy Positions in the country. Amongst those is: The need for a dialogue on Land. A National Convention on economic policy development and redistribution that must benefit the majority of our people. The National Assembly resolution of the 27 February 2018, which is also consistent with the UDM call for explicit constitutional clarity on expropriation without compensation, thus we supported it. The recently adopted Party Funding Bill is one of the campaigns the UDM has been championing since 2003. The party sharpened and consolidated its position on the Land Issue and its prepared contribution in the current national debate on Land Expropriation without Compensation. The workshop is of the view that: Land must be expropriated without compensation, for the common cause, where necessary. The constitution as it stands, must be tested to the maximum to create progressive precedence. The state capacity to deliver on this constitutional mandate has to be enhanced for efficiency and speedy effectiveness. There is an urgent need to attend to the urban / city land hunger for human settlement and entrepreneurship. Rural development must be reprioritised. Land Tax Gender Parity The UDM notes the politically related violence and which finds its expression within the governing party. We call on all political parties, to ensure that their internal party squabbles do not become a threat to free and fair elections in 2019. We also call on IEC to ensure that all its systems are in place on time to enable citizens. Lastly, the UDM welcomes the good work being done by our members in various provinces. We are excited about the growth of the party, especially in provinces like KZN.
Speaking notes for UDM President, Mr Bantu Holomisa 1. Welcome On behalf of the entire United Democratic Movement (UDM) leadership, I extend a word of welcome to all of you gathered here today as we commemorate Human Rights Day in South Africa. For each of you, being present is a personal sacrifice and is contribution to the life of the UDM. The UDM leadership therefore thanks you for investing your money, time and energy to be here, as we honour those who have come before us in the fight for a just and equal South African society; free of the shackles of Apartheid. 2. Remembering those who came before us Today, we remember the Sharpeville massacre of 1960 when police opened fire on thousands of people who protested the draconian pass laws. We will never forget that almost 300 lives were irrevocably changed that day; with 69 souls making the ultimate sacrifice so that we can, today, enjoy our civil liberties in a post-apartheid South Africa. The great tragedy of what happened that day, is that it was not the end of the struggle for the dignity and freedom of non-white South Africans. A few days later, on March the 31st, more than twenty people were massacred in a march against the pass laws in Langa, Cape Town. We had the Soweto Uprising – who will ever forget the iconic picture of the limp body of young Hector Pietersen? Much of which followed, happened in the name of the armed struggle, which affected black and white alike. Today, is also the 33rd commemoration of the 1985 Uitenhage Langa Massacre, where at least twenty people were killed at a Sharpeville commemoration. On this day, we also remember the 1992 Bhisho Massacre and the tragic deaths in Boipatong, where the fires of the so-called black-on-black violence were stoked for the most nefarious of goals. Soon Shell House followed. The word “massacre” far too often marks low-points in our history; and this does not even quantify the sacrifices that so many other black and white South Africans made, so that we may all enjoy political freedom. 3. What does Human Rights Day mean in 2018? Sadly, that awful word, again scarred our nation’s consciousness when we witnessed the Marikana massacre, which was the single most lethal use of force by South African security forces against civilians since 1960. Like at Sharpeville, many of the victims were shot in the back whilst trying to flee for their lives. We witnessed (what can arguably be considered as a massacre) when over a thousand patients were relocated to mainly unlicensed NGOs by order of the Gauteng Department of Health… 144 people lost their lives in this tragedy… and they were vulnerable people who most needed their human rights to be protected! It is therefore clear, that fighting for human rights (even when it is entrenched in our constitution), should remain on our daily radars. We cannot afford to forget our history and we must work hard to not repeat the atrocities of the past. May all their souls rest in peace. 4. The state of the nation in brief Despite the changes for the better since 1994, South Africa still faces, amongst others, challenges such as unemployment; inadequate housing and poor living conditions; sub-standard education; a dilapidated public healthcare system; the deeply emotional issue of land; stark racial, gender and economic inequality, as well as the scarcity of opportunities. The changing political landscape in South Africa, particularly over the past few years, has demonstrated that South Africans are tired of the so-called self-correcting nature of the ruling party. The UDM must certainly pat itself on the back for bringing about the change we witnessed with our now infamous former President’s exit from office. I remind you that we, last year, amassed in our thousands to march against this corrupt, constitutionally delinquent man who could no longer be trusted to lead the nation. The UDM went all the way to the Constitutional Court to fight for the “secret ballot” to rid South Africa of “Suspect Number One”. We have consistently made our voice heard in the media and kept ourselves relevant in the body politic of this country. The opposition, civil society, the media and the courts can rightly say that they fulfilled their tasks as part of the checks and balances that protect good governance and ensure a healthy democracy. Yes, 2018 ushered in a new South African president. But, despite the so-called right noises we hear from the Union Buildings, the question remains the same as it had been in 2017 and the preceding years… Notwithstanding the billions of rands spent on infrastructure development since the advent of democracy, just last week a five-year-old girl died, because of poor school infrastructure, when she fell into a pit latrine at a school in the Eastern Cape. Keiskamahoek is on fire because, amongst others, the local roads are beyond repair, because of the current government’s failure to even maintain the infrastructure they inherited in 1994. In this small town, street lights are a luxury, post the so-called new wave. Here in Gauteng, we still have the toll roads, which the people of this province cannot afford and drives up the cost of living. In fact, the Esidimeni Life tragedy points to a public health infrastructure, in this province, that have been neglected to the point where our people are dying for no reason at all. The UDM is very clear that, without a clear and focused investment into a comprehensive infrastructure development programme, the challenges of poverty, unemployment, inequality and underdevelopment shall continue to haunt our nation. In this regard, the UDM will in the second term of Parliament lead a debate in the National Assembly on this matter. We invite you to submit your ideas on what needs to be done in regards to infrastructure development. 5. How do we recue South Africa from the slippery slope of entrenched corruption and the maladministration of an uncaring government? We all know that, putting a fresh coat of paint on a delipidated car, does not make it new. Underneath the hood it is still has an engine that will leave you in the lurch (especially when you need it to perform at its best). Voters can no longer afford to be fooled by this leopard trying to convince us that it has changed its spots. The fact remains that the very people who presided over our county’s decline over the past few years are still at the helm. It is the same so-called leaders who were hell-bent on defending their corrupt colleague, even after the writing was on the wall. It’s even worse, when that very same party ropes in the same dubious character to work in its campaigns for the 2019 National and Provincial Elections. Clearly the “new dawn” is a continuation of the sunset it preceded. A Looter Continua! As a parting shot on this topic… it remains to be seen what the State Capture Inquiry will uncover. The nation could very well still be in for a major shock as the Deputy-Chief Justice starts digging into both public and private sector corruption. Indeed, the UDM can be proud of the fact that none of our leaders have been convicted of corruption and that we have been consistent in promoting the ethics of good governance. It is due to the continuous spade-work of parties like our own, that we hold the corrupt to account and turf out those who put their pockets first and the people last. 5.1. The land debate and expropriation without compensation in the bigger scheme of things Without belabouring the various crises that we face, some of which I mentioned earlier, I want to address one topic in particular… land. South Africans, of all persuasions, must understand and admit (whether they like it or not) that the land issue must be addressed once and for all, and that it must happen soon, because the country teeters on the precipice of open revolt. It has become a racial political football precisely because of South Africa’s divisive and turbulent history. The ruling party’s administrations, of the past twenty-four years, have also not done us any favours with their corruption-laced and slow-paced land redistribution project. No-one can dispute that black South Africans were, in the past, dispossessed of land without consultation (never-mind with compensation). To put this into context, I was recently told that historian WJ du Plessis noted that: “By the time of the advent of the new South Africa, about 17 000 statutory measures had been issued to segregate and control land division, with 14 different land control systems in South Africa.” Understanding the issue of land in this context, should find resonance with any rational individual. The UDM therefore voted in favour of the motion, that was recently tabled before the National Assembly, because the imbalances of the past must be addressed. But, with the following rider: it must be done, in terms of a constitutional review, fully cognisant of the implications and mechanisms of implementation. We, categorically, did not a vote for land grabs and turning the country into a second Zimbabwe. The debate, as it currently stands, needs level-headedness. The land issue should also not be used as a populist scaring tactic (by either the left, or the right) to drive the wedge deeper between the formerly oppressed and the formerly advantaged. I therefore invite the UDM’s structures, members and any interested parties, to enter into discussion on this topic and send your feedback to land@udm.org.za (by end-April) on what the fears, hopes and ideals of our people are where land is concerned. 6. Fighting “the good fight” since 1997 Many of you who are here today, have since the UDM’s inception, fought the good fight to clean government and hold those in power accountable. I recognise many faces of those who, with me, left behind a ruling party that, year-by-year, sunk deeper into the quagmire of moral decay, as well as those who exited a nationalist party that refused to recognise its cruel racism and discrimination. You will be proud together with me, that the UDM is firmly rooted in the post-apartheid South Africa that does not have any political baggage. The UDM therefore is the only credible political alternative that can enable South Africans to break free from the shackles of the past twenty-four years and the damage that was done in the era before democracy. 6.1. Recapturing the lost ground Notwithstanding the quite volatile political climate of the late nineties, the UDM, in 1999, managed to have public representatives in Parliament and in no less than six provincial legislatures. In 2000, when we contested municipal elections for the first time and we put into office, 240 councillors nationwide; and also won the King Sabata Dalindyebo Municipality in the Eastern Cape. But how do we recapture this lost ground? It is a fact that the UDM is widely recognised as an authentic, progressive alternative. People see the party as a champion of clean governance. Our reputation for ethical politics and rationality resonates with South Africans of all walks of life and gives us an edge over other parties. The UDM has, despite the shortcomings in the funding of political parties, sustained itself through mere word of mouth. We have never spent a cent on fancy public relations companies, image polishers and spin-doctors. In stark contrast to this set-up, it was reported that a certain political party (that shall remain nameless) plans to blow a whopping R264 million, on its 2019 Election Campaign. It almost feels like a Hail Mary Pass to stay in control of the country… In order for the UDM to effectively reach the electorate, whilst not having the same resources (including those pilfered from government) as the “big shots” do, it may be necessary for us to consider investing in a strategic marketing exercise, to persuade voters, especially the youth, that the UDM is the political home for all South Africans. 6.2. What’s on our “to-do list” in the months leading up to 2019? The UDM needs to be responsive and pick up issues that affects people’s daily lives and mobilise civil society organisations, all sectors of society, and the people in general, around those issues. The UDM must, in very practical terms, demonstrate its core vision i.e. being the “political home for all South Africans”. It is therefore important that our pool of candidates for the 2019 National and Provincial Elections reflects this characteristic. We therefore thought it wise to “throw the net wider” as we start the exercise of identifying prospective UDM candidates. Not only are we encouraging our members to step up to the plate, but we have invited members of the public, who identify with the UDM’s values and ideals, to give it a shot. We will however fiercely guard against opportunists, who want to parachute onto our candidates’ lists, without first proving themselves. Prospective candidates will therefore be given the assignment of building their own constituencies and grow the Party’s influence. 6.3. The UDM on post-2019 coalition governments If the 2019 elections are to deliver no outright winner, which political pundits predict, the question of coalitions comes to the fore. Just to clarify, the UDM will not consider any form of partnership with other parties before 2019. We will retain our political identity, promote our brand of politics and will only consider coalition after the results have been announced. At that point in time, the UDM will bargain on behalf of the people so that they will have a say in how their government should be run. In other words, in the UDM’s view the work of any coalition government must be rooted in: “putting people first”. 7. Conclusion The task to build the UDM, on our road to 2019, and years beyond, is a big challenge. This doable if we put our noses to the grindstone. We must motivate people (especially the disenfranchised youth) to register, at any time, at any Municipal Electoral Office – or during the coming voter registration weekends. It is important that we spread the word that voters must ensure that their addresses are complete and correct on the voters’ roll; if they don’t do this, they might be turned away from the polling stations in 2019. We must always remember that the task to build the UDM is not only about the future of the party, but about the prosperity of the country and her people. The hard work must start now! Our first milestone is an improved performance in the 2019 elections as a benchmark to build on for all future elections. We have a responsibility to convince voters that the UDM is the only vehicle that can make manifest the UDM’s vision for South Africa. I hope we all leave here today, feeling energised to go full-swing towards 2019. Go out and launch branches, knock on people’s doors and convince them that the UDM is the right, and only party to vote for. Thank you for listening and please arrive home safely. Phambili UDM! Snubbing registration and refusing to vote is not rebellion against the African National Congress (ANC) government; it is in fact giving the very same ANC government permission to continue looting state resources that should be spent on youth advancement, skills development and job creation for young South Africans. We therefore call on our fellow young country men and women, to register in your millions and in 2019, choose to vote for leaders who are not corrupt, racist, criminals who run our country like thieves dressed in saintly skins. We must vote for leaders who will create opportunities for education, entrepreneurship, jobs as well as enabling youth to become wealth creators in their communities. The United Democratic Movement (UDM) National Executive Committee (NEC), met at the weekend, to discuss several issues of national importance and gauged the Party’s readiness for the 2019 National and Provincial Elections in terms of its planning. Amongst its plans had been to host election workshops and meetings, in 2018/9, in the lead-up to the elections. The UDM in the Western Cape has already indicated that they are geared to host a mass meeting on 17 March, whilst the Party in Gauteng shall be ready to engage with the public on 21 March. The UDM in the Eastern Cape will follow in their tracks on the 27th of April. We will of course be mobilising communities to register new voters and to encourage existing ones to check their address information on the voters roll at Independent Electoral Commission’s registration weekend on the 10th and 11th of March. We will keep the nation abreast of any changes and additional events on our calendar as time progresses. A National Elections Workshop of the UDM will have its own strategy session, in the third week of May, where the draft manifesto will be presented and to keep its finger on the pulse of the Party’s nationwide campaigns. In addition, the UDM’s national leaders have been invited to, on the 12th of March, visit the Entlangwini Palace to meet with the King, AmaKhosi and the community. The NEC also discussed the status quo of the Nelson Mandela Bay Metropolitan Municipal Council and noted that the Economic Freedom Fighters called for the removal of Mayor Trollip. The “new dawn”, promised at this year’s State of the Nation Address, was discussed and the UDM NEC expressed the opinion that it sounds a hollow prospect, as events unfold, with some of the prime suspects in state capture surviving the recent cabinet reshuffle. With this move, President Ramaphosa has already started off on the wrong foot and the UDM NEC believes that South Africa is in for more-of-the-same. The involvement of former President Zuma in the African National Congress’ (ANC) electioneering activities, casts doubt that it is at all serious about its plans to eradicate corruption. Mr Zuma’s token removal only happened, because the opposition and civil society put so much pressure on the ANC that they no longer had room to manoeuvre. Their keeping Mr Zuma at the forefront of their election work is like asking a bank-robber to guard the money. Statement issued by: Mr Bantu Holomisa, MP UDM President
Speaking notes for UDM President Bantu Holomisa, MP The motion of no confidence debate and the secret ballot on 4 August 2017 at the Cape Town Press Club, Grill Room, Kelvin Grove, Cape Town, at 13:00 Programme Director Ladies and gentlemen Introduction South Africans have long agreed that Mr Zuma is no longer a legitimate President of the Country. The damning Constitutional Court judgment which found that he failed to respect, uphold and defend the Constitution, sealed his fate. The rest of the daily revelations, on the ills of his presidency, are a vindication of the point that he has completely lost the plot. This is a man who will, in the next four days, face the eighth motion of no confidence in him. This means that on average Mr Zuma has faced at least one motion of no confidence for every year of his presidency. I make this point to simply illustrate that there is overwhelming consensus that Mr Zuma should urgently vacate this honourable office, because he is no longer honourable. The Constitutional Court expressed itself again when it confirmed, on the 22nd of June, that the Speaker has the discretionary power to determine the voting method for a no-confidence motion. It also counselled her on how to discharge that power, in the interest of the Constitution and the citizens of South African, and confirmed public representatives’ obligations to our constitutional democracy. The Secret Ballot The call for a secret ballot is no longer a United Democratic Movement matter, but one for each and every South African. The Conference for the Future of South Africa (held on 18 July), which was attended by no less than 130 civil society organisations, confirmed the need for Mr Zuma’s immediate departure, as well as that of a secret ballot. Every day the ruling party – through its Secretary General (SG), its Chief Whip or any other member – vindicates the citizens’ call for a secret ballot. We all know that the Speaker is heavily conflicted and is unlikely to take her cue from the Constitution or listen to the guidance of the Constitutional Court. As always, her decision will be a Luthuli House decision. The fact that she is delaying her decision speaks volumes. Scenarios If the Speaker grants a secret ballot, the debate will follow and the vote will take place as planned. We can only hope that all 400 members of the National Assembly (NA) will listen to the Constitutional Court’s guidance and put South Africa first by voting in favour of the motion. If the motion succeeds, the Constitution provides for the resignation of the President, the Deputy President and all members of the Executive. The Speaker would then act as President and, within 30 days, an election of the new President must take place. The UDM will respect the electorate’s 2014-choice of voting the African National Congress (ANC) into power. The removal of Mr Zuma is not about regime change but about a clean and responsive governance. If the Speaker does not grant the secret ballot, there are two possibilities: Firstly, and depending on her grounds for refusal, the Speaker’s decision may be referred for judicial review. In this case, the parties that moved the motion may have to withdraw pending such a review. This applies whether the Speaker announces her decision on the eve, or on the day, of the debate. Secondly, the debate may continue as planned and an open vote takes place. In this case, our interest (and those of South Africans) will be focussed on the ANC-benches. We would want to see whether the ANC members are: loyal to their personal financial interests, their ANC factional interests or the interests of the Country and its citizens. It is equally important to see who, amongst the 400 NA members, are loyal to the Constitution and the Country, as opposed to those who want to defend the indefensible. We know, that the “other faction” of the ANC would wish to kick the ball into touch and prevent this debate from taking place in 2017. They intend to wait until Mr Zuma is no longer ANC President so that they can ask him to step down or move the same motion from their own quarters. The ANC SG is on record saying that it is not easy to remove a sitting ANC president from the Union Buildings. On August the 8th We call on all UDM members and citizens in general to join the national wide protests and those who can, march to parliament on the day. Beyond the 8th of August Irrespective of the outcome of the debate and the vote on Tuesday, South Africa will still need to function. The UDM will continue betting on a wicket of anti-corruption and clean governance. In this regard, we will prevail on whoever is the head of government to: Ensure that the revelations found in the popular “Gupta emails”, are acted upon, by, amongst others, ensuring that the relevant state institutions are doing their work. Police must investigate and arrest, the Prosecution Authority must prosecute and secure convictions. Suspend all Ministers and state officials who are alleged to have done wrong, pending the investigations. Ensure that all contracts suspected of been wrongly awarded, must be suspended. Provide support and security for all public servants and members of the public who are exposing corruption and wrong doing in state institutions. Provide full support to all Chapter Nine Institutions and clean the State Owned Enterprises of corrupt individuals. Rid the Country of lawlessness that seem to be the order of the day under Mr Zuma’s presidency. We will also support the criminal cases opened by citizens and organisations against all the people who are alleged to be guilty of corruption and fraudulent activities. We will continue to mobilise society against all forms of corruption, and in support of clean governance, and the respect of law and the Constitution. The struggle against state capture is not over and it will need all of us to work collectively and tirelessly against it. Conclusion Whatever the Speaker’s decision, we remain resolved to rid South Africa of a president whose primary occupation is the total collapse of the Country. Unlike the ANC, we are impatient with his continued stay in office and we will work hard to ensure that the Country is saved from him and his cronies. South Africans should seriously consider an electoral method that puts the power into their hands. The UDM champions the reform of our current electoral system in favour of the citizens, rather than the self-interested political parties. Twenty-three years of ANC abuse of power has taught us an expensive, but valuable lesson. I thank you
Chairperson, NEC Members of the UDM Members and Supporters of the United Democratic Movement Gauteng Citizens WELCOME Welcome one and all, and thank you for making the effort to come and listen to the vision which the United Democratic Movement (UDM) has for people of Gauteng. In just over three months’ time, you will have an opportunity to have your say in which party should govern your municipalities. Through the ballot box, on the 3rd of August, you have an opportunity to lay foundations for change for the better and create hope for the future. As a voter, it is up to you to set a new agenda. You have the power to say what are the real priorities; as opposed to the elite projects (such as speed trains, automated tolling, etc.) which contribute nothing to your life and only enrich the politically-connected. It is time to PUT COMMUNITY FIRST by prioritising service delivery and removing the politicians and parties that stand in the way of that. GAUTENG AS OUR FLAGSHIP PROVINCE Gauteng is the gateway to South Africa and is the economic hub of our country. Yet, we witness how our people struggle to find work and struggle to find a decent home to live in. There are disconcerting signs that our infrastructure is in distress. If you walk down our streets you will see paint flaking from the walls and roofs of the buildings. It is a sad and ugly sight. No-one respects the bylaws and they are definitely not enforced. Our CBDs are fast becoming unhygienic slums threatening community health. UDM Councils will be proactive in identifying problem areas, with the help of communities, to ensure that dilapidated buildings are inspected. Owners will be forced to bring buildings up to standard and to maintain them. This will not only ensure a safe living environment, but is a win-win strategy to reduce crime and increase property values. PRIORITIES OF MUNICIPALITIES It is clear that the councils and municipalities in this province has not done well and in some cases failed completely. In far too many municipalities the councils have their priorities all wrong. For example, in which universe does a council approve millions of Rands to be spent on a mayoral soccer extravaganza whilst they owe millions of Rands for electricity and water. Yet, this happened. Whilst our people are jobless and homeless, councils throw mammoth parties with taxpayers’ money. When you, the voter, go to the ballot box in August, you must think of putting leadership in place that will not forsake the needs of the people with frivolous expenditures. The UDM has the right people and the right plans to make sure that council monies are spent on the bread-and-butter needs. SPATIAL DEVELOPMENT AND DECENT LIVING CONDITIONS People see Gauteng as the duck that lays the golden eggs, and yet when they come to Johannesburg or Pretoria they are in for a rude awakening. Job hunting aside, one of the first things people need is a roof over their heads. Our townships have become a deposit ground for the homeless. People build their meagre shacks wherever they find an open space. Out of desperation, these buildings arise near landfills and floodplains which are extremely dangerous. The rats that infest these areas are disease ridden and are so big they even attack people. UDM councils will make spatial development programmes an immediate priority. People who have built their shacks in dangerous areas must be assisted immediately and measures taken to prevent others from building there. The long-term solution to these problems is the acceleration of housing programmes. The UDM will make adequate housing, in conjunction with provincial and national authorities, one of the highest priorities in those councils where we govern. Local government would immediately make land available for development and infrastructure development will be monitored by both the national department and a municipality. LIVING IN A CLEAN AND HEALTHY ENVIRONMENT: THE JUKSKEI AS AN EXAMPLE Johannesburg’s official waste management service provider states that their mission is to keep the city clean and preserve an attractive and hygienic environment for residents and visitors. Yet, this commendable vision only seems to only apply to certain areas of the city, and only when the company’s workers are not on strike. Let us take areas near the Jukskei River… It is heavily polluted by urban runoff and lack of infrastructure maintenance has let raw waste flow into the river on a daily basis. Outbreaks of cholera are prevalent. Tons of waste such as plastic, metal and rubber flow down the river annually. Aside from the environmental damage the river suffers, many people in Alexandra Township access this water for washing, drinking, and cooking. This is an appalling indictment against the City of Johannesburg. The UDM believes that the problem can be addressed by finding a simple solution closer to the people. A UDM-led municipality will help the people to help themselves by creating small businesses, owned by the community, that will be responsible for cleaning the area they live in. This way jobs are created, people can claim ownership of their environment and all can live in a decent, healthy space. POLITICISING MUNICIPAL AFFAIRS; THE CAPE TOWN EXAMPLE Municipal affairs are, more often than not, politicised to the extent that political parties block each other at every road simply for the joy of derailing each other. This political obstinacy has only one effect: the people suffer. The citizens of the Cape Flats live in abject poverty and squalor and for what? Government, whether it be at local, provincial or national levels have one purpose: that is to work for the betterment of our people. The UDM has a track-record of working with other parties and we will continue our philosophy of doing just that: working with our colleagues to make life liveable for our people irrespective of political affiliation. RATES AND TAXES For years the billing system for rates and taxes in Johannesburg, in particular, has made headline news. Despite assurances that the city has sorted out its mess, the administration continues to battle a large deficit, partly due to poor management and collapsing infrastructure, and partly due to its failure to collect rates and service fees in areas where there is a high rate of illegal usage and/or payment defaults for legitimately supplied utilities. In a UDM-led council, this administrative incompetence will not be tolerated. It is clear that our cities and towns are in need of well trained, competent officials to administer billing systems. In order to get to the bottom of this mess an extensive skills-audit needs to be done immediately and corrective action taken. ADRESSING PROBLEMS OF A COMMUNITY AS COLLECTIVE Unfortunately our people have reached levels of frustration which leads to lawlessness and violence. When they vent their dissatisfaction with service delivery the effects are mostly felt at local level whilst the problems might not necessarily be addressed at that level. In some instances, a councillor will be approached to solve a service delivery problem in the community, but he/she might not be capacitated to address the problem. Very easily that councillor becomes a scapegoat and suffers the wrath of the community. The UDM proposed that small crises committees be instituted that have all the necessary technical expertise to assist councillors in their work. Once dissatisfaction arises within a community, a quick call to such a crises committee can be made. If it is a simple problem of a burst pipe, engineers can be dispatched or if a more a complex problem, meetings can be arranged with complainants and solutions found as a collective. IMPORTANCE OF THE 3 TIERS OF GOVERNMENT WORKING TOGETHER As I have mentioned earlier, our people vent their frustration on the streets where they live. Whether the problem actually lies with national, provincial or local government becomes quite irrelevant. An ordinary citizen will try to find a solution closest to home and that sometimes mean that the blame is laid at a municipality’s door. To prevent this from happening, the UDM believes that it is crucial that all three tiers of government must work much closer when they are planning and budgeting. In other words, the problem must be identified and stopped before it becomes a reality. UDM Councils will therefore be proactive in creating fruitful partnerships with their counterparts higher up in government in an effort to prevent crises before they occur. PUTTING COMMUNITY FIRST The time for citizens to take control of their lives and dictate their destiny is now. Join the United Democratic Movement in its call – “PUT COMMUNITY FIRST”. Putting Community First, means: working together with the South African Police Service, businesses and the community, bring closer to the people, satellite police stations. It also means, empowerment of local community safety organisations like neighbourhood watches. Putting Community First, means: fair and proper valuation of all properties, and stopping the excessive property rates. It also means, ensuring that the correct residents are accurately billed for services they actually receive. Putting Community First, means: access to basic services to the poorest of the poor without being charged. This also means scrapping any Apartheid-era arrears and strengthening of the rolling out of the indigence policy. Putting Community First, means: collection of refuse on a regular basis, cleaning of streets, parks, pest and rodent control and promoting income generation through recycling. Putting Community First, means: no abuse of office power, immediate action against all officials and councilors found to be involved in corrupt activities. It means rooting out any attempt to award municipal tenders to people with personal or family ties to council employees and councilors. It also means, the tendering system shall be transparent, unbiased and open to public scrutiny. CONCLUSION We have so much work to do, the need is great. But we can do this, we can rise above the current disaster in local government. Let us vote for a party and councillors dedicated to joining hands with their communities. This local government election is our chance to show that it can be done. Starting in the streets where we live, we can build something greater, something better, to improve the lives of our families and loved ones. Statement issued by UDM KSD Electoral Task Team The UDM in the KSD is ready for the 2016 Local Government Elections. Guided by our national manifesto, which was adopted and launched in our 5th National Congress held in December 2015; we are finalising our localised KSD version of the manifesto. In our local manifesto, we will focus on Good Governance. In this regard, the rule of law shall be a system on which proper local governance will be based and guard against the abuse of power and allow innovations and the economy to flourish. Corruption as one of the main contributors to unemployment, poverty, inequality and poor services and has characterised the KSD municipality. This must be ended. We shall focus on how to provide effective local governance, appropriate personnel employment, proper planning, proper utilisation of resources and performance management. We shall also focus on making KSD on the key economic growth areas in the province, so that it becomes one of the fastest growing economies in the Eastern Cape and South Africa. In this regard, our manifesto will spell-out our plans to: • Invest more on infrastructure development, improving and maintaining good main and access roads, ensure water and electricity infrastructure is improved and maintained. • Create opportunities for quality jobs. We will develop and implement programmes with high labour absorption and retention levels with skills transfer. • Preserve environment as a source of energy and better living condition. • Work with communities to take advantage of land for quality crop and stock farming. • Work together with Institutions of Traditional Leaders, in support of their historic and rightful role in local and rural development. • Work with all Civil Society Organisation, including but not limited, Religious Communities and the Communities at large to ensure wide and meaningful participation of all on matters of their daily lives. We shall work towards making KSD, once again a thriving municipality full of opportunities. In the next few weeks, in consultation with communities in general, we will be finalising our Ward and PR candidates’ lists. All of this work shall be completed before the 5th of March 2016. This will enable us to mobilise all eligible voters, to go out and register on the first open registration weekend. We will be in contact with voters on daily bases, visiting them in their homes and all other places where they are, to persuade them to vote for UDM and mandate it to govern together with them. We call on all our members, supporters and the people of KSD Municipality to double their efforts in ensuring they take it to themselves, to bring better governance of their municipality. We are certain that if we take bold steps, we can save this municipality from collapsing. Once again, we are not only ready to campaign but to govern this municipality with the people for the people. Message of the UDM President of the UDM, Mr Bantu Holomisa, MP Dear Voter This is our opportunity to demonstrate on a local level that there are solutions to the challenges that face us. United in our desire to create better villages, towns and cities, we can light the way and show which policies should be applied nationally. We have it within our power to affect changes that will result in genuine improvements in the lives of South Africans. There is one thing that we can all agree on: change is necessary! In this election you are not simply choosing between one political party and another. You can choose another five years of the same old discredited policies and poor service delivery, or you can choose change for the better. Some will be quick to point out that much has been done in the past 20 years to improve the political, social and economic landscape. But we look at our daily reality and know that many of these accomplishments are overstated. For instance – when the ANC government claims to have built more houses, they should admit that more people have badly-built houses. And when the ANC government claims to have provided more services, they should admit that more people are receiving bad and unreliable services. When they claim to have built more infrastructure like roads, they should admit that it is mostly just more tolls and more potholes. To add insult to injury elite projects like the E-tolls funnel our taxpayer money out of the country. When did we stop trying to be a world-class nation? To be the best? To excel? To measure ourselves not against the past but against our highest ideals? When did Apartheid become the benchmark… for us to settle for inefficiency, corruption and mediocrity because “at least it’s not Apartheid”
